In order to implement the policy of minimum grain purchase price, do a good job in wheat purchase this year, and protect the interests of grain farmers, with the approval of the State Council, the "preliminary Plan for the implementation of the minimum purchase Price of Wheat in 2011" is hereby issued to you, and the notice on wheat purchase is as follows:

First, specify the minimum purchase price level, implementation region and time. The lowest purchase price of wheat in 2011 is 0.95 yuan per jin for white wheat and 0.93 yuan per jin for red wheat and mixed wheat. The implementation area is Hebei, Jiangsu, Anhui, Shandong, Henan, Hubei and other six major producing provinces. The implementation time is from 21 May to 30 September 2011.

Second, improve the initiation mechanism of the plan. During the implementation of the plan, taking the county as a unit, when the market price of wheat is lower than the minimum purchase price for three consecutive days, after verification and confirmation by the China Grain Storage Branch in conjunction with the provincial price, grain, agriculture, agricultural development and other relevant departments, the Central Grain Storage Corporation approved to start the plan within the relevant cities, counties or the whole province, and reported it to the relevant state departments for the record. According to the requirements, each entrusted storage and storage site shall, in accordance with the lowest purchase price set by the state, list and purchase the wheat sold by farmers in the above-mentioned major wheat producing areas.

Third, strengthen the qualification examination of entrusted storage sites. The China Grain Storage Corporation and relevant local departments should strengthen the examination and reexamination of the qualifications of entrusted storage sites. The entrusted storage site shall meet the conditions such as being qualified for grain purchase, opening an account with the Agricultural Development Bank, and having the necessary testing equipment and personnel. In order to give full play to the main channel role of state-owned enterprises, state-owned and state-owned holding grain enterprises give priority to entrusting storage points. In the provinces where the record of grain and oil storage units has been carried out, the entrusted storage sites shall complete the filing work in accordance with the relevant provisions. When determining the entrusted storage sites, overall consideration should be given to the enterprises directly affiliated to China Grain Storage, Cofco Group Co., Ltd., and China Huafang Logistics Group Co., Ltd., as well as local state-owned and state-controlled grain depots, so as to make full use of existing storage resources. ensure the safety of grain storage.

Fourth, implement the responsibility of the subject responsible for policy implementation. As the main body of responsibility for the implementation of the minimum purchase price policy entrusted by the state, the China Grain Storage Corporation should bear the overall responsibility for the quantity, quality, inventory management and sales of wheat purchased by the minimum purchase price policy. guide and urge entrusted purchasing and storage enterprises to strictly implement the policy of purchasing quality price, which can neither lower the level and lower the price to harm the interests of farmers, nor can it raise the price to disturb the market order. And implement the management responsibility step by step and establish a regular inspection system to ensure the true quantity, good quality and safe storage of grain stored at the lowest purchase price. The relevant branches of China Grain Storage and their directly subordinate enterprises shall, in accordance with the relevant provisions, examine and accept the wheat varieties, quantity and quality grades at the lowest purchase price purchased into the warehouse in time, and be responsible for the acceptance results. If the quantity and quality index of the wheat stored in the warehouse is found to be inconsistent with the original documents such as the purchase code list during the acceptance inspection, the minimum purchase price, acquisition progress and inventory statistics shall be reduced in time, and the full cost interest subsidy shall be deducted. For those who pass the acceptance inspection, it is necessary to establish the quality files of the entrusted storage points, so that they can be stored in special warehouses according to varieties and grades. If, when selling wheat at the lowest purchase price, it is found that the actual quantity and quality of the grain in stock are not in line with the sales target, the losses caused shall be compensated in advance by the enterprises directly under the central grain storage company with the responsibility for supervision, and the cause shall be ascertained, and the relevant responsible persons and relevant personnel shall be investigated for responsibility.

Fifth, increase the intensity of supervision, inspection and punishment. The local departments in charge of grain and prices should further strengthen the supervision and inspection of the implementation of the minimum purchase price policy by means of random inspection, inspection, and cross-inspection. In accordance with the regulations on the Administration of Grain Circulation and other laws and regulations and the requirements of this plan, we will strictly investigate and deal with illegal and illegal acts such as grade and price depression, grade and price increase, discrepancy between quality and price, misreporting of progress, "circulation of grain" to obtain subsidies, fraud of credit funds, and so on. Once violations of laws and regulations are discovered, relevant departments and units shall be ordered to immediately cancel the qualification of enterprises for policy grain and oil collection and storage, and the principal responsible persons of relevant units and enterprises and relevant personnel shall be investigated for responsibility. Other operators engaged in grain purchase should also step up supervision and inspection, strictly standardize their business behavior, and earnestly maintain the order of purchase.
