First, earnestly strengthen organizational leadership. On the high base of the "eleven consecutive increase" of grain output, the task of protecting the high plate is extremely arduous. Strengthen communication and consultation with meteorological departments, pay close attention to major weather changes, and organize experts to formulate and improve targeted field management technical plans for anti-freezing and anti-waterlogging according to weather changes and crop production process, strengthen classified guidance, and implement key technologies for cold resistance and waterlogging prevention. In the northern winter wheat area, timely measures should be taken to increase temperature and preserve soil moisture, wheat fields with insufficient moisture should be watered in time, and nitrogen fertilizer or foliar fertilizer and plant growth regulators should be applied according to the leaf color of wheat in the field, so as to promote the normal growth and development of frozen wheat. At the same time, combined with the implementation of wheat "one spray three prevention" subsidy policy, carry out extra-root fertilizer spraying, increase grain number, attack grain weight, and increase per unit yield. In the southern rice area, the management of rice field should be strengthened to prevent rotten planting and rotten seedling caused by low temperature and little rain. The stagnant water field should clean up the three ditches in time, drain immediately, eliminate waterlogging damage, and ensure the healthy growth of root system.

Third, make every effort to prevent and control diseases and insect pests. The warm winter last year led to a high base of diseases and insect pests overwintering. Recently, the frequent rainfall and high field humidity in Huang-Huai-Hai and the middle and lower reaches of the Yangtze River have increased the epidemic risk of wheat scab. Wheat stripe rust spread rapidly in some areas, and aphids at spike stage also occurred in the main producing areas of Huang-Huai-Hai. All localities should strengthen monitoring and early warning, release disease and insect information in a timely manner, and vigorously carry out unified prevention and control. In the reoccurrence areas, joint prevention and control, mass prevention and control, emergency prevention and control should be carried out in a timely manner to curb the outbreak of diseases and insect pests and realize the "seizure of grain by insects."

Fourth, improve technical services in a down-to-earth manner. Strengthen emergency duty and disaster scheduling to reflect the disaster situation in a timely manner. Organize experts and agrotechnical personnel to go deep into the fields to check the disaster, seedling, soil moisture, diseases and insect pests, refine the technical plan, carry out itinerant technical guidance, and help farmers to implement field management measures due to moisture and seedlings, so as to provide services to households and measures to the field. Make full use of radio, television, newspapers, mobile phones, Internet and other media to publicize measures to prevent low temperature freezing damage and waterlogging. Give full play to the role of high-yield creation and green production model to tackle key problems, take the lead in the implementation of disaster prevention and mitigation measures, demonstration drive the implementation of technical measures for disaster reduction.
