In order to do a good job in the arrangement of agricultural financial project expenditure in 2012 and ensure the smooth development of project expenditure budgeting according to economic classification, project guides such as agro-ecological environment protection are issued to you, and the relevant matters concerning project declaration are notified as follows:

1. Agricultural financial projects will continue to be declared publicly in 2012. In accordance with the relevant requirements of the project units in each project guide, the units that meet the relevant qualifications and conditions shall make the declaration, and the competent departments at all levels shall strictly examine and verify it to avoid invalid declaration.

II. In accordance with the principle of bottom-up and step-by-step compilation of agricultural financial projects in 2012, the project declaration units shall compile and submit project declaration forms step by step in accordance with the requirements of the project guidelines, and the competent departments at all levels shall not compile and submit the project declaration on their behalf. Among them, each reporting unit shall reasonably measure the project expenditure, carefully approve and fill in the classified budget table of capital economy in the project implementation plan, and all expenditure items not listed in the fund economic classified budget table shall not be declared.

Third, according to the Circular of the Ministry of Finance on the preparation of the Central Department Budget for 2011 (Financial Forecast [2012] No. 370), in 2012, on the basis of reducing the "three public expenses" such as outbound (border) fees, official reception fees, official car purchase and operation expenses, we will continue to control the scale of related expenditure. All project departments, bureaus and units shall strictly examine the budget of the economic classification of funds, and the expenditure scale of the "three public funds" in the budget of the economic classification of each project in 2012 shall not exceed the scale of 2011. In addition, in accordance with the provisions of the 2012 Government Revenue and Expenditure Classification subject of the Ministry of Finance, the purchase and operation fees of official vehicles in 2012 will be adjusted to two subjects: official vehicle operation and maintenance fees and other transportation expenses.

4. All project declaration units shall conscientiously compile and report in accordance with the project guidelines, and the competent departments at all levels shall do a good job in examination and collection. All the declaration documents of local competent departments and relevant units shall be uniformly based on financial (financial) name documents, and the relevant materials shall be submitted to the relevant business departments and units of the Ministry before October 17, 2011 in accordance with the requirements of the project guide. in principle, it will not be accepted beyond the reporting time limit. If the declaration time is otherwise required in the project guide, the declaration time required in the guide shall prevail. After the review and summary of the relevant departments, bureaus and units, they will be submitted to the Finance Department in early November (specific time will be notified separately).
