In the past two years, in accordance with the relevant arrangements of the central government, our Ministry has identified a number of national modern agricultural demonstration zones (hereinafter referred to as "demonstration zones"). All localities attach great importance to the demonstration area as an important step to speed up the construction of modern agriculture, and have issued policies and measures to promote the construction of the demonstration area has made positive progress. In order to further speed up the construction of demonstration zones and effectively give play to the role of demonstration in leading the development of modern agriculture throughout the country, it is hereby notified as follows to promote the tilt of funds for agricultural projects to support the construction of demonstration zones:

First, raise awareness and make clear the idea of tilted support.

Promoting the tilt of agricultural project funds to support the construction of demonstration areas is an important measure to implement the decision-making and deployment of the Central Committee's No. 1 document and the National Modern Agricultural Development Plan (Guofa [2012] No. 4) on the construction of modern agricultural demonstration zones. it is an important action to give full play to the guiding role of government funds to support agriculture, effectively gather all kinds of resources, and promote the formation of a joint force in the construction of demonstration areas. It is an important exploration to integrate all kinds of funds for supporting agriculture, innovate the mechanism of agricultural investment and improve the efficiency of the use of funds. The competent agricultural departments of various localities and the people's governments of the demonstration areas should unify their thinking, enhance their sense of responsibility and subject, take the overall goal of promoting the demonstration areas to take the lead in basically realizing agricultural modernization, and take expanding and strengthening the leading industries as the main task. we will earnestly strengthen work guidance and overall arrangements, and actively do a good job in all kinds of work of tilting agricultural project funds to support the construction of demonstration areas. First, we must adhere to priority planning and arrangements. We should take the construction of demonstration areas as an important starting point to speed up the development of modern agriculture in the region, and adhere to priority planning, priority declaration and priority arrangements for demonstration area projects that are in line with the relevant national and local special construction plans and funding arrangements. ensure that the total amount and proportion of agricultural projects in the demonstration area are increased year by year. Second, we must persist in highlighting key points and breaking through bottlenecks. Focus on improving the modernization level of leading industries in demonstration zones, focusing on strengthening infrastructure construction, speeding up innovation in science and technology and production and management systems and mechanisms, and vigorously developing agricultural public services and socialized services. we will meticulously build a number of demonstration bases and demonstration projects, strive to break through weak links and effectively solve bottlenecks. Third, we must adhere to effective integration and innovation. We should actively innovate the agricultural input mechanism, make good arrangements for the convergence of upstream and downstream projects and related industry projects in accordance with the requirements of stable channels and unchanged uses, and take the county level as the main body of integration. efforts will be made to establish a new mechanism of "water inflow from multiple channels, storage of water in one pool, and discharge of water by a faucet". At the same time, it is necessary to take all matters into consideration, properly handle the relationship between points and areas, and promote the coordinated development of regional modern agriculture.

Second, grasp the key points and highlight the key points of tilted support.

In line with the trend of the development and construction of the demonstration areas, and in accordance with the ideas of adjusting measures to local conditions and key breakthroughs, during the 12th five-year Plan period, efforts will be made to increase financial support for agricultural projects in the demonstration areas in terms of modern grain, cotton, oil and sugar production bases, modern characteristic industrial parks, modern standardized large-scale breeding farms, and the construction of a new social service system. Efforts should be made to improve the level of specialization, standardization, scale and intensification of agricultural production and management in the demonstration area.

(1) Modern grain, cotton, oil and sugar production base. Actively promote 100 billion jin of new grain projects, cotton oil and sugar production base, dry farming and water-saving agricultural demonstration projects, conservation tillage, high-yield establishment of grain, cotton and oil, subsidies for improved varieties of crops, cultivated land quality construction, organic matter promotion and other central and local agricultural project funds tilted to the demonstration area, actively strive for land renovation, comprehensive agricultural development of low-yield farmland transformation, small irrigation and water conservancy key counties and other projects support We will focus on building high-standard and quasi-farmland, promote the popularization and application of improved varieties and methods, actively cultivate large-scale operators, and strive to create a number of modern grain, cotton, oil and sugar production bases with centralized continuous production, technical integration, leading mechanization level, high yield, high quality and high efficiency.

(2) Industrial parks with modern characteristics. Actively promote the establishment of improved variety breeding base, natural rubber production base, horticultural crop standard garden, facility greenhouse subsidy, current agricultural production and development funds, "vegetable basket" product production capacity construction, agricultural comprehensive development of the Ministry of Agriculture, support industrial development and other central and local agricultural project funds to the demonstration area, focus on improving the facilities and equipment conditions of the park. We will popularize and apply new varieties and high and new technologies with distinctive features, promote standardized and large-scale production, and strive to build a number of modern agricultural product production and industry parks with high yield, high quality, high efficiency, ecology and safety.

(3) modern standardized scale aquaculture area. Vigorously promote standardized large-scale breeding farms (residential areas) for pigs and dairy cows, demonstration farms for healthy aquaculture, improved breed projects for breeding, subsidies for improved breeds of livestock and poultry, prevention and control of major animal diseases, rural biogas projects, and other central and local agricultural project funds are tilted to demonstration areas, efforts should be made to improve the equipment and conditions of livestock and poultry and aquaculture facilities, and vigorously promote standardized large-scale livestock and poultry breeding and aquaculture techniques. We will improve the harmless disposal capacity of waste and the quality and safety level of livestock, poultry and aquatic products, and speed up the cultivation of a number of modern breeding farms with complete facilities, leading technology, quality and safety, and environment-friendly.

(4) the new socialized service system. The competent agricultural departments at the provincial level should closely combine the promotion of agricultural project funds to support the construction of demonstration areas with innovative mechanisms for the integration of funds for supporting agriculture, and explore methods and mechanisms for unified planning, classified management, and centralized use of similar projects. The people's government of the demonstration zone should actively improve the investment and financing system, expand investment and financing channels, and innovate investment and financing methods, with government funds for supporting agriculture as the carrier, with large farmers, family agriculture (animal husbandry) farms, farmers' professional cooperatives and agricultural leading enterprises as the main body, to promote the comprehensive use of funds supporting agriculture with non-governmental, financial, industrial and commercial funds, expand the efficiency of the use of funds to support agriculture, and strive to form a diversified investment pattern.

(3) actively innovate the management mechanism of funds for supporting agriculture. The competent agricultural departments at all levels and the demonstration areas should establish and improve the management system, implement "sunshine operation" on the funds of all kinds of agricultural projects that tilt to support the demonstration areas, and strive to achieve scientific transparency, standardized procedures, openness and impartiality in the decision-making management, fund arrangement, implementation process, and use effect of all kinds of projects. It is necessary to explore new ways of fund management for supporting agriculture, such as substituting awards for compensation, promoting construction with awards, and building first and then replenishing them, establish a performance management system and methods for the integration and preferential support of funds for supporting agriculture in demonstration areas, strengthen and improve the management of funds for agricultural projects, and improve the efficiency of the use of funds.
