About an hour's ride from downtown Tainan along Route 17 is Tainan's Chiku fish farm district. Looking out at the water, large and small fish ponds crisscross, because of the fresh local aquatic products, there are also many live seafood restaurants located in it.
At four o'clock in the morning before dawn, harvesting workers go down to the fish pond and dig out clams with their bare hands. Another group of workers wash them, spit out sand, and then pack and deliver them. Another worker is responsible for them. This is a group of people who live on the sea. From breeding, harvesting, packaging and shipping, they have strung up an industrial chain. They have worked diligently at the junction of water and land all their lives.
However, with the government's green electricity policy, different voices are beginning to emerge in traditional fishing villages: Should we develop a symbiosis between fishing and electricity, installing solar panels on fish ponds? Or should we protect this sea and never open it if there is even the slightest doubt of pollution?

There are many problems in the contract content, and the landlord has no time to renege.
The law on fisheries and electricity symbiosis has clearly not yet been passed, but photovoltaic companies are rushing in and rushing to occupy the land. Under the seemingly rich benefits, can the contracted landlords get the protection they deserve?

It also emphasizes that photovoltaic operators must ensure that the process does not pollute the land, otherwise they should pay relative compensation; and the contract also states that after 20 years, the follow-up panel processing problem is not left to the landlord to deal with.
So, can the right on the ground be transferred to a third party without the consent of the landlord? Guo Zhengwei explained that because the electric company is a subsidiary, it takes time to raise funds, so there are reservation clauses, signed by the parent company, signed after the transfer to the subsidiary,"but will be transferred to the subsidiary with the consent of both parties."
For fishermen can not rent land concerns, Guo Zhengwei promised,"When signing the contract, In addition to the landlord, We will also obtain the consent of farmers." After land consolidation, priority will be given to local farmers to lease the land, and rents will be offered at a more favourable rate than the original 30,000 to 40,000 per hectare.

Therefore, as a platform for photovoltaic operators and fishermen, Taiyan Green Energy hopes to establish a special zone for the symbiosis of fishing and electricity, integrate the breeding environment, and establish a brand for fishermen,"Fishing should be in the front, solar photovoltaic cannot affect farming."
However, Qiku is not a "declining fishing village," Yang Huiqin and Chen Yingyu both stressed that the data show that Qiku clam production accounts for an increasing proportion of Taiwan. Since fishing villages are thriving,"it's not appropriate for other industries to influence this industry," says Chen Yingyu.
Huang Shu-teh, chairman of the Green Power Cooperative, says that future food production and photovoltaic energy must be taken into account, and individual environmental differences must be taken into account. In particular, solar panels are not expected to be installed in environmentally sensitive areas, such as intertidal zones, wetlands, and estuaries. These ecologically diverse habitats require a higher level of environmental assessment. In the face of all kinds of doubts from the outside world, Li Tuizhi promised to ensure that the original aquaculture industry achieved the symbiosis of fishing and electricity. "We are not just sitting in the office thinking, we have planned to make sure that the original farming behavior through the way of contract with fishermen, otherwise there is only photoelectricity and no fishing, resulting in the hollowing out of fishing villages and the disappearance of culture, which is not what we like."
