Recently, Shaanxi Province issued the second batch of 182 people with "new senior professional farmers" certification certificates, which is the highest "professional title" for the profession of "farmers" in Shaanxi Province. Since the beginning of training and certification of "new professional farmers" last year, for two consecutive years, of the more than 10 million farmers in the province, only 266 have won the title of "senior professional farmers." "professional farmers" cannot be employed in farm work after a few years. Qualified farmers need to go through the screening, examination and training of agricultural departments at the county, city and provincial level in order to take the final qualification examination.
Objectively speaking, at a time when agriculture relies more and more on modern scientific knowledge and farming technology, and after more and more young people are involved in the tide of urbanization and lose their farming skills, the professionalization of farmers is an effective way to promote the transformation of family small-scale peasant economy into family farm or manor economy, which can liberate the backward productive forces in rural areas and promote the modernization of agricultural production. In recent years, the formulation of "professional farmers" has also been mentioned by previous three rural conferences and the No. 1 document of the Central Committee. Therefore, promoting the professionalization of farmers is not a bad thing in itself.
However, the work of certified professional farmers in some places can make many people feel that there are hundreds of millions of farmers in our country, and there are plenty of farmers who have been farming for generations, but today they find that they are no longer professional. Admittedly, many people have been growing land all their lives, only to find that they are not qualified to be a farmer now, and they can't even get a certificate to engage in agriculture. Some people even question the certified annual income requirements of professional farmers: if their income can reach hundreds of thousands or millions, they are more like Western farmers or former landlords. Are these people still like farmers?.
The professionalization of farmers is not the certification of farmers, let alone the relevant departments to set up a few rules and regulations, coupled with some training work, farmers can achieve professionalization. For thousands of years, China has always been an agricultural society, farmers as a profession, there is no threshold, no educational requirements, no bottom line of income, let alone the need for government departments to issue a certificate. At present, under the guise of farmers' professionalization, many places authenticate professional farmers and issue a certificate, which is not only not in line with the reform thinking of the central government to streamline administration and delegate power, but also may violate the law of agricultural development.
The current government has always stressed the "combination of streamlining administration and delegating powers, decentralization and management". On the issue of related professional certification, since the 18th CPC National Congress, the State Council has been promoting the cancellation of the certification of relevant professional qualifications. In August 2014, the State Council cancelled 58 professional qualification permits and accreditation items set up by the central department in two batches; in March this year, the State Council decided to cancel 67 professional qualification licenses and accreditation items. In many fields of many industries, we have seen the complete liberation of the labor force, and we have seen the de-examination, deregulation and deregulation of some professions. In such a context, training, examination and certification for professional farmers are carried out. It seems too inappropriate.
The professionalization of farmers should not complicate simple things, let alone make fairness unfair. The author notes that if professional farmers are certified as middle and senior professional titles, they will enjoy many preferential policies, such as land transfer, financing loan procedures, project support and so on. Obviously, the work of professional certification of farmers in some places is very similar to the transfer of privileges, and more agricultural policies should be treated equally and use certification professional certificates to seek special channels. the establishment of one restriction and threshold after another on the development of farmers is bound to violate the law of reform and development.
On the one hand, the central government strives to streamline administration and delegate powers and strive to let the market play a leading role in the allocation of resources, while on the other hand, in some new areas, the government strives to tighten power and add new examination and approval powers and new procedures. this amazement shows that the spirit of streamlining administration and delegating powers has not really been absorbed, understood and applied by all officials, and the inherent bureaucracy and formalism are still deeply rooted in bureaucracy.
