The meeting comprehensively summarized the supervision of dairy production and fresh milk quality and safety in 2014, analyzed the current situation and tasks facing the dairy industry, and studied and promoted.

On April 16, the national seminar on supervision and monitoring of fresh milk quality and safety was held in Changsha, Hunan Province. The meeting comprehensively summarized the supervision of dairy production and fresh milk quality and safety in 2014, analyzed the current situation and tasks facing the dairy industry, studied measures to promote the transformation and upgrading of the dairy industry, and deployed the key work in 2015.

The meeting pointed out that in 2014, the overall national dairy industry remained stable, the output increased, the quality of fresh milk improved steadily, and the transformation and upgrading of the industry accelerated. The national milk output was 37.25 million tons, an increase of 5.5 percent over the same period last year; the per unit yield of Holstein cows increased continuously, and the per unit yield of Holstein cows reached 6 tons; large-scale farming of dairy cows was accelerated, and the proportion of farming on a scale of more than 100 cows reached 45 percent, an increase of 3 percentage points over the previous year. In 2014, the Ministry of Agriculture organized sampling inspection of 26000 batches of fresh milk samples, melamine and other test values were all qualified, no major quality and safety incidents occurred.

The meeting stressed that the current agricultural and rural economic development is facing the major task of adjusting the structure and changing the mode, and the development of the dairy industry is facing the severe challenge of intensified market competition at home and abroad, and it is urgent to speed up the transformation and upgrading of China's dairy industry. In the long run, to speed up the transformation and upgrading of the dairy industry, it is necessary to adjust the development goal, from focusing on quantity growth to paying equal attention to both quantity and quality benefits; to adjust the distribution and variety structure of dairy production, and to develop emerging producing areas in the south. Simmental and other milk and meat varieties should be actively developed, local superior products such as pasteurized milk and yogurt should be developed, and the mode of cow breeding should be changed and the ecological circulation breeding model of combination of planting and breeding should be carried out. It is necessary to innovate the system and mechanism for the development of the dairy industry, encourage the extension of the industrial chain of enterprises, and explore the path of integrated development of farming and aquaculture; it is necessary to cultivate new operators of the dairy industry, focusing on family pastures, cooperatives, scale farms, etc., to cultivate a large number of new dairy farmers for the construction of modern dairy industry; to change the way of propaganda work, from passive media to active propaganda and reporting, guide scientific consumption, and boost consumer confidence.

The meeting demanded that in 2015, the competent departments of the dairy industry at all levels should follow the idea of "stabilizing production, increasing income and adjusting structure, improving quality and efficiency, strictly supervising and ensuring safety, and promoting the solution of difficulties in selling milk." focus on five aspects of work: the first is to strengthen the quality and safety supervision of fresh milk; the second is to speed up the development of dairy production; the third is to vigorously implement actions to revitalize the development of dairy alfalfa; fourth, to strengthen training; and fifth, to strengthen publicity and guidance. The meeting particularly stressed that in view of the current problem of "difficulty in selling milk," all localities should actively coordinate dairy enterprises to guarantee acquisitions, be kind to dairy farmers, and promote the introduction of relevant policies and measures to stabilize dairy production.

At the meeting, experts from the National Dairy Cow Industry Technology system, the Milk and Milk products quality Inspection Center of the Ministry of Agriculture and the Chinese Academy of Agricultural Sciences introduced the latest scientific and technological progress of the dairy industry at home and abroad, the national quality and safety monitoring of fresh milk and the operation of the management system of fresh milk purchasing stations. Hebei, Shandong and Ningxia provinces exchanged experiences in dairy production, fresh milk quality supervision and the development of alfalfa.
