On April 17, CCTV's "News Broadcast Room" and "Focus Interview" columns successively reported that some grain depots in Liaoning and Jilin provinces used old grain to replace new grain in the process of policy-oriented grain storage and sales, maliciously obtained price difference subsidies, seriously damaging the interests of the state and grain farmers. The State Food Bureau attaches great importance to this. Ren Zhengxiao, secretary of the Party Group and director of the State Food Bureau, made arrangements as soon as possible, requiring the grain departments of Liaoning and Jilin provinces to immediately carry out thorough verification of the serious problems of enterprises exposed by CCTV. The State Food Bureau immediately dispatched verification working groups to the two provinces to supervise the situation on the spot, and severely punished enterprises and responsible persons who violated the national grain collection and storage policy, took new and old price differences and state subsidies, and harmed the interests of grain farmers according to law and discipline. Wu Zidan, member of the party group and deputy director, put forward specific requirements for the verification work.

That night, according to the deployment requirements of the State Food Bureau and the provincial people's government, the grain bureaus of Liaoning and Jilin provinces studied and analyzed the case overnight, formulated the verification plan, and transferred competent personnel. On April 18, they sent verification teams led by the leaders of the bureau to Kaiyuan, Tieling, Liaoning, Qianguo, Songyuan, Jilin and other places to carry out on-site verification, immediately seal up the grain involved, control the key personnel involved according to law, find out the truth of the problem, and seriously investigate the responsibility of relevant enterprises and personnel. The China Grain Storage Corporation also promptly dispatched personnel to the enterprises involved in the case in the two provinces for verification and handling. On the same day, two verification and supervision working groups led by Zhao Wenxian, director of the Supervision and Inspection Department of the State Food Administration, rushed to Liaoning and Jilin provinces respectively to guide and supervise the verification work.

The State Food Bureau decided that, in addition to seriously supervising the thorough investigation of Liaoning and Jilin enterprises exposed by CCTV, it will also take the policy grain stocks collected and stored by the three provinces and one district in Northeast China as the focus of this year's national grain inventory inspection. At the same time, it also requires the grain departments of all provinces, autonomous regions and municipalities that are conducting annual grain inventory inspection to focus highly and severely investigate and deal with the purchase of new grain in the process of national policy grain collection and storage and sales delivery, such as first collection and then transfer, low collection and high transfer, etc. All kinds of circular grain problems. The State Food Bureau requires food departments at all levels to conscientiously implement the Party Central Committee and the State Council's general policy on food work and the policy of strengthening agriculture, benefiting farmers and enriching farmers from the height of stressing political discipline and observing political rules. It strictly implements the national grain storage policy.
