In 2012, the special funds for the construction of small-scale irrigation and water conservancy facilities in the central government have been allocated to various localities (No. 380,381 of Cainong [2011], No. 30,121 of Cannong [2012]), the Xinjiang production and Construction Corps (No. 120 of Cannong [2012]) and the Ministry of Agriculture (No. 119of Cainong [2012]). In order to do a good job in the application of the fourth batch of key counties of small-scale irrigation and water conservancy and special construction projects of small-scale irrigation and water conservancy projects in 2012, the Project Guide of Special funds for the Construction of small-scale Irrigation and Water Conservancy facilities in the Central Finance in 2012 (see Annex 1 of the notice) is hereby issued to you. Please organize the preparation of fund application documents and project materials as soon as possible according to the funding subsidy indicators (see Annex 3 of the notice) and submit them to the Ministry of Finance and the Ministry of Water Resources through the small-scale farmland Water Conservancy Management Information system (www.ntsl.org.cn) before August 8, 2012. At the same time, submit 2 paper application documents and 2 project materials (one for each of the application documents to the Ministry of Finance and the Ministry of Water Resources, and 2 copies of the project materials to the Ministry of Water Resources).

If the declaration is overdue, the points shall be deducted in accordance with the relevant provisions of performance evaluation.
