Improve the acceptance registration system and strictly investigate and deal with "recirculating grain"

The State Grain Administration issued an emergency notice on the 21st calling for a key inspection of the implementation of the national grain purchase and marketing policy by collection and storage enterprises during the national grain inventory inspection in 2015.

The State Grain Administration said that in recent years, in order to protect farmers' enthusiasm for growing and selling grain, the state has implemented policies to benefit farmers, such as minimum purchase price and temporary purchase and storage, and the overall implementation of the policy has been good. However, individual grain operators still violate the state's grain purchase and marketing policy and harm the interests of farmers, and relevant departments have also severely investigated and dealt with these enterprises and operators in violation of regulations and discipline.

In order to prevent such cases from happening again, the State Grain Administration decided to conduct key inspections on the implementation of national grain purchase and marketing policies by state policy grain collection and storage enterprises in conjunction with the national grain inventory inspection work currently being carried out in various localities.

The circular makes it clear that the implementation of the state's grain purchase and marketing policy without deviation and the implementation of the state's policy of benefiting farmers to the letter are the political discipline and political rules that the grain industry across the country must strictly adhere to. It is required to highly focus and strictly investigate and deal with all kinds of "turn-around grain" problems that may exist in the process of national policy grain collection, storage and sale. Carry out targeted special inspections and spot checks on areas and enterprises where contradictions are concentrated and problems are prominent.

The State Grain Administration stressed that it should step up the investigation and punishment of violations of the country's grain purchase and sale policy. At the same time, we should improve the system of empty warehouse acceptance and registration of old grain in stock, strictly implement the system of rotation of grain reserves, and improve specific measures for purchasing, sales, bidding and other links.

Supervise and urge the relevant grain wholesale markets to strengthen the examination of bidding qualifications, strengthen the communication of information on bidding transactions, and prevent the re-flow of "old grain" from auctions to enterprises undertaking the task of policy collection and storage as "new grain" purchases.
