Deepen the promotion of agricultural machinery purchase subsidy field clean government risk prevention and control management

On July 23, the Ministry of Agriculture held a spring supervision and inspection report meeting on agricultural machinery purchase subsidies, listened to the work reports of 8 supervision groups, and put forward clear requirements for doing a good job in agricultural machinery purchase subsidies. Zhang Taolin, Vice Minister of Agriculture, Zhu Baocheng, member of the leading party group of the Ministry of Agriculture and head of the discipline inspection team stationed in the Ministry, attended the meeting and delivered speeches.

The meeting pointed out that in the past nine years since the implementation of the agricultural machinery purchase subsidy policy, the pace of agricultural mechanization development in China has accelerated significantly, and the total power of agricultural machinery has continuously jumped to 700 million, 800 million and 900 million kilowatts. In 2011, the total power of agricultural machinery nationwide reached 977 million kilowatts, and the comprehensive mechanization level of crop cultivation and harvest reached 54.8%. In order to support and lead the development of modern agriculture, it has made outstanding contributions to the realization of grain production "eight consecutive increases" and farmers 'income increase "eight consecutive fast".

The meeting stressed that we should vigorously create a free, open, fair and just market environment, strengthen supervision, seriously violate regulations, further promote the prevention and control of clean government risks in the field of agricultural machinery purchase subsidies, and ensure that the Party's policy of strengthening agriculture, benefiting farmers and enriching farmers truly benefits farmers.

First, we should recognize the situation clearly and sound the alarm bell. Because there are choices for agricultural machinery purchase subsidies and choices for subsidized products, it is difficult to implement policies. Departments in charge of agricultural mechanization at all levels should face up to difficulties, continue to pay close attention to the implementation of various measures, pay close attention to the construction of a clean and honest risk prevention and control mechanism, prevent micro-problems and keep warning bells ringing.

Second, we should highlight key points and optimize the structure. From the policy design level, highlight the key points of subsidies, guide farmers to purchase machines rationally, and optimize the structure and layout of agricultural machinery equipment.

Third, we must be brave in innovation and improve the mechanism. The agricultural machinery purchase subsidy system has been continuously improved, and the operation is basically standardized, but some specific link management methods need to be further improved. We should actively encourage innovative pilot projects and steadily promote good practices and experiences.

Fourth, we must strengthen supervision and severely punish violations. Organize and carry out the performance management assessment of agricultural machinery purchase subsidy extension according to procedures. We will continue to carry out joint supervision and inspection by multiple departments, and implement supervision measures such as case investigation, telephone spot check, and nearby verification by grass-roots financial departments. Always maintain a high-pressure posture, crack down on all kinds of illegal acts, implement administrative accountability, and urge local governments to severely investigate the responsibility of dereliction of duty personnel.
