In order to thoroughly implement the spirit of the Central Committee's No. 1 document and the decision-making and deployment of the Ministry of Agriculture, to organize mechanized production in the "three Autumn" this year with high quality and efficiency, and to strive for a bumper grain harvest for the whole year, the relevant requirements are hereby notified as follows.

First, make clear the objectives and earnestly strengthen organizational leadership

The goal of this year's "three Autumn" agricultural mechanization production work is to closely focus on the mechanized production of key crops, key production links, and main producing areas, and to pay close attention to the mechanical harvesting of rice and corn, the mechanical crushing of straw and returning to the field. Wheat, rape machine sowing and agricultural machinery deep loosening soil preparation as the focus, to promote the steady growth of operating machinery, the continuous improvement of the working level, and the stable and orderly operation market. We will strive to put more than 29 million sets of agricultural machinery into the production of "Sanqiu", increase the harvest level of corn machines by 5 percentage points, more than 38%, increase the harvest level of rice machines by 2 percentage points, more than 71%, and increase the level of wheat machine sowing by 1 percentage point, more than 87%. Great efforts have been made to popularize the soil preparation technology of deep loosening of agricultural machinery, and remarkable progress has been made in the mechanization of rape, potatoes, peanuts and other crops, further raising the level of mechanization of autumn harvest and autumn and winter production. All localities should regard the "three Autumn" mechanized production as the central task of the current agricultural mechanization work, strengthen organization and leadership, formulate work plans, pay close attention to measures in place, and strengthen the implementation of responsibilities. In the light of reality, it is necessary to formulate the objectives and tasks of mechanized production in the "three Autumn" in this region, and strive to improve the intact rate, attendance rate, and operational efficiency of agricultural machinery and tools, so as to ensure the smooth progress of agricultural production in autumn and winter. Give full play to the basic role of agricultural mechanization in stabilizing grain production area, the key role in improving the level of grain yield per unit area, the role of the main force in grain production in major agricultural seasons, and the role of ensuring grain production against disasters and good harvests.

Second, implement the policy and quickly carry out various preparations

All localities should conscientiously implement the subsidy policy for the purchase of agricultural machinery, and the relevant areas should actively carry out the pilot work of scrapping and updating subsidies for agricultural machinery, standardize operation, strengthen supervision, speed up the implementation of subsidy funds, and do a good job in the supply, installation, and commissioning of new machinery and tools, so as to promote the use of new machinery and tools in the "three Autumn Festival" as soon as possible. It is necessary to organize management cadres and technical personnel to go to the countryside before the "three Autumn Festival", strengthen the publicity and consultation on agricultural mechanization support policies such as machine purchase subsidies and operation subsidies, and carry out knowledge training in machine maintenance, operation skills, quality standards, and production safety, so as to guide the repair and maintenance of agricultural machinery and tools to ensure that they are put into operation in good condition. It is necessary to coordinate agricultural machinery production enterprises and dealers to do a good job in spare parts supply and after-sales service, and fulfill the "three guarantees" service commitments for agricultural machinery products. In the light of the characteristics of this year's disasters, we should do a good job in organizing and launching agricultural machinery for disaster relief, and gain a bumper harvest based on disaster resistance.

Third, actively guide and promote cross-district operations in a solid manner

Vigorously popularize and apply conservation tillage, deep application of chemical fertilizer, mechanical deep loosening, no-tillage sowing, suppression and conservation of soil moisture, straw returning to the field, water-saving irrigation, efficient pesticide application and other agricultural mechanization technologies of increasing production, resource conservation, and environment-friendly application, we will constantly improve the scientific and technological level of mechanized production in the "three Autumn". Techniques such as conservation tillage, returning corn straw to the field and precision sowing of wheat should be vigorously promoted in northern winter wheat areas to further improve the level of wheat machine sowing. While grasping the mechanized rush harvest, the southern rice region should continue to demonstrate and promote the mechanized sowing and transplanting techniques of rape and potatoes, and strive to improve the level of mechanized planting of overwintering crops. Northeast, North China, Huanghuai and other suitable areas should actively strive for subsidies for deep loosening of agricultural machinery and land preparation operations, and organize and implement deep loosening operations in autumn, so as to lay a solid foundation for agricultural production next year. All localities should, in the light of reality, actively demonstrate and popularize equipment, technology and machinery for forest and fruit industry, animal husbandry, fishery, facility agriculture, and the primary processing of agricultural products, and constantly expand the fields of agricultural mechanization technology popularization and operation services.
