The park began to invest in 2004 and has developed into the largest Sino-Russian agricultural cooperation project integrating planting, breeding and processing. The park was built by Dongning Huaxin Group in Heilongjiang Province, and the Ministry of Commerce and the Ministry of Finance of China jointly issued the confirmation letter of overseas Economic and Trade Cooperation Zone.

So far, the cooperation zone has an area of 68000 hectares of arable land and 14 planting areas. By the end of 2014, investment of US $120 million had been completed.

Li Demin, president of Heilongjiang Province to Russia Agricultural Association and chairman of Heilongjiang Dongning Huaxin Group, told China News Service that the development of the cooperation zone has been recognized by local governments at all levels in Russia. At present, taking advantage of "Belt and Road Initiative", the park has set up a platform for Sino-Russian agricultural cooperation, realized the ecological, mechanized, industrialized, and scientific and technological development of the cooperation zone, and worked together to build a base for the production, supply and processing of Russian organic food and non-genetically modified food. to make due contributions to the realization of "good neighbors, good friends and good partners" advocated by the leaders of China and Russia.
