Suggestions on Agricultural and Rural Reform in the early stage of the 13th five-year Plan

The research group carried out many issues, such as the reform of the central agricultural investment management system, the stability and improvement of rural land contracting relations, and so on.

On April 24, the Development Planning Department of the Ministry of Agriculture held the fourth report meeting on the research achievements of major topics in the early stage of the 13th five-year Plan for agricultural and rural economic development. The research group conducted in-depth research on many issues, such as the reform of the central agricultural investment management system, the stability and improvement of rural land contracting relations, and so on.

The experts of the research group believe that the development of modern agriculture needs to clarify the relationship between the government and the market, change the mode of government management and improve the performance of national agricultural investment by deepening the reform of the central agricultural investment management system; it is necessary to mobilize private capital and financial capital to participate in the construction of agricultural and rural infrastructure so that the market plays a decisive role in the allocation of resources. It is also necessary to speed up the construction of a new agricultural management system and a new agricultural socialized service system.

At present, the equality and exchange of urban and rural elements and the equalization of basic public services have attracted much attention. The experts of the research group have put forward many useful suggestions around the establishment of a new type of urban-rural relationship between workers and farmers and the integration of urban and rural areas. The relevant research group closely revolves around the main line of stabilizing and improving the rural land contract relationship and keeping it unchanged for a long time, summarizes the local practical experience and successful model, and puts forward policy suggestions to enrich the power of farmers' land contract management.

Twelve research groups from the Party School of the CPC Central Committee, the Chinese Academy of Agricultural Sciences, Renmin University of China, China Agricultural University, Northwest Agriculture and Forestry Science and Technology University, Nanjing Agricultural University, Jiangxi Agricultural University, and the Rural Economic Research Center of the Ministry of Agriculture and the Management cadre College of the Ministry of Agriculture participated in the briefing.
