The General Office of the State Council announced the Plan for the Protection and Development of traditional Chinese Medicinal Materials (2015-2020) on April 27. Mao Weiming, vice minister of the Ministry of Industry and Information Technology, said that this is China's first national plan for the protection and development of traditional Chinese medicine, and has made a comprehensive plan for the protection of traditional Chinese medicine resources and the development of traditional Chinese medicine industry.

Wang Guoqiang, director of the State Administration of traditional Chinese Medicine, pointed out that traditional Chinese medicine is the raw material for the production of traditional Chinese medicine industry, and the protection and development of traditional Chinese medicine in China are facing severe challenges. On the one hand, due to the reduction of land resources and the deterioration of the ecological environment, some wild traditional Chinese medicine resources have been lost and exhausted, on the other hand, the production technology of traditional Chinese medicine is relatively backward, emphasizing output over quality, and the abuse of chemical fertilizers, pesticides and growth regulators is more common. it leads to the decline of the quality of traditional Chinese medicine, affects the quality and clinical efficacy of traditional Chinese medicine, and damages the reputation of traditional Chinese medicine. In addition, due to the extensive production, operation and management, poor exchange of supply and demand information, and excessive price fluctuations, it also hinders the healthy development of the traditional Chinese medicine industry.

In order to solve these problems, the Plan has put forward a series of specific indicators in the aspects of protecting the resources of traditional Chinese medicine, developing the cultivation and breeding of traditional Chinese medicine and strengthening the supervision of the production and circulation of Chinese medicine. These indicators include: by 2020, Chinese medicine resources monitoring stations and technical information service network will cover more than 80% of the county-level Chinese medicine producing areas; 100 kinds of wild Chinese medicine listed in the Pharmacopoeia of the people's Republic of China will be planted and farmed; the output of cultivated and cultured Chinese medicine has increased by an average of 10% a year, and the coverage rate of national quality supervision and sampling inspection of traditional Chinese medicine has reached 100%.

In order to protect wild Chinese medicine resources, Mao Weiming said that the fourth national survey of traditional Chinese medicine resources will be carried out, a national dynamic monitoring network for traditional Chinese medicine resources will be established, and a base for planting and breeding endangered and scarce Chinese medicine materials, a production base for large quantities of high-quality Chinese medicine materials, and a breeding base for improved varieties of Chinese medicine materials will be built to develop the economy of Chinese medicine producing areas.
