The Plan puts forward the development goals for 2020 according to the current situation of the protection and development of traditional Chinese medicine: the protection and monitoring system of Chinese medicine resources is basically improved, the contradiction between supply and demand of endangered Chinese medicine is effectively alleviated, and the production of commonly used Chinese medicine develops steadily; the scientific and technological level of traditional Chinese medicine has been greatly improved, and the quality has been continuously improved; the modern production and circulation system of traditional Chinese medicine has been initially completed, and the product supply is adequate.

Wang Guoqiang, director of the State Administration of traditional Chinese Medicine, said: "the plan puts forward two specific indicators: in terms of the protection of medicinal resources, Chinese medicinal resources monitoring stations and technical information service network cover more than 80% of the county-level Chinese medicinal materials producing areas; in the development of the cultivation and breeding of traditional Chinese medicinal materials, 100 kinds of wild Chinese medicinal materials contained in the Pharmacopoeia of the people's Republic of China have been planted and cultured; and the output of cultivated Chinese medicinal materials has increased by an average of 10% a year.
