However, according to the author's recent survey, there are still the following four difficulties in the supervision of agricultural materials market:

First, it is difficult to distinguish between true and false. On the one hand, a wide variety of agricultural materials, fake and shoddy agricultural materials from the surface observation is often difficult to determine its authenticity, the lack of law enforcement testing means makes it difficult to distinguish between true and false. Second, it is difficult to supervise and manage. At present, the sales markets of fake and shoddy agricultural materials are all in rural areas, and the more remote the mountain areas and small villages are, the more there is a market. Some fake and shoddy agricultural materials are also shipped to the edge of the village for sale under the banner of "delivering the fields and serving the farmers", and they are highly mobile. Due to the wide range of rural land, limited to human, material and financial reasons, law enforcement departments have certain blind areas in the supervision of agricultural materials "going to the mountains to the countryside".

Third, it is difficult to crack down on counterfeit goods and punish inferior ones. At present, many subjects of agricultural management are in disorder, mostly contracted by individuals, and the relative backwardness of the rural economy, the low quality of personnel, the weak legal awareness, and the strong sense of clan have resulted in a poor environment for law enforcement, and the rate of administrative punishment consciously performed by the parties is low. The cases investigated and dealt with often appear the phenomenon of "handling without conclusion" and "punishment without punishment".

Fourth, it is difficult to dig deep and eradicate. Agricultural products have a wide range of circulation, many links, fake and shoddy agricultural products often have to go through several sales links, cross-regional or even cross-provincial can be traced back to the source. On the other hand, the information resources of anti-counterfeiting in various places can not be shared with each other, and it is difficult to control them from the source.

In view of the problems existing in the supervision of the agricultural material market, the author suggests that the relevant functional departments should, first, increase the tilt of funds, try to set up special funds for the fight against counterfeiting of agricultural materials, and achieve special funds for special use, and second, strive for government support and do a good job in coordination, reduce and reduce the forensics appraisal fees of law enforcement departments, and reduce the cost of fighting counterfeiting. The third is to improve the way of propaganda, to carry out publicity to send the law to the countryside in a way that farmers like to hear and see, so as to enhance farmers' legal awareness and the ability to recognize and prevent fake products; fourth, to set up supply points for agricultural materials at ease, and to select law-abiding operators as reassuring stores for honest sales of agricultural materials and to list them, give priority to farmers, and set up industry "compensation funds" to vigorously promote the system of "advance compensation".
