The Ministry of Agriculture is stepping up efforts to formulate the guidance for the reform of the rural collective property right system.

On May 4, it was learned from the Ministry of Agriculture that on April 30, the Department of Industrial policies and regulations of the Ministry of Agriculture announced policies and measures to deepen rural reform, develop modern agriculture and increase farmers' income in 2015. With regard to the policy of promoting the reform of the rural collective property right system, the Ministry of Agriculture proposed to step up the study and formulation of guidance documents for the reform of the rural collective property right system, further clarify the main objectives and basic principles of the reform, and put forward the main tasks of the reform. we will study and issue policies on finance, taxation, finance, land, and other aspects to support the reform of the property right system and the development of the collective economy.

The Ministry of Agriculture said that the main priorities for the reform of the rural collective property rights system in 2015 are as follows: first, to guide pilot areas to focus on protecting the rights of members of farmers' collective economic organizations and actively developing farmers' joint-stock cooperation, giving farmers the right to carry out pilot work in three aspects: possession of collective assets, income, paid withdrawal and mortgage, guarantee, and inheritance rights. The second is to guide the pilot areas to focus on improving the rural land expropriation system, establishing the market entry system of rural collective economic construction land, reforming and improving the rural homestead system and establishing a land value-added income distribution mechanism that takes into account the state, collectives and individuals. The third is to guide various localities to improve transaction rules, improve the operation mechanism, strengthen transaction services, implement public transactions, and promote the smooth conduct of rural property rights transfer transactions.

In addition, the Ministry of Agriculture said that various forms of moderate scale operation policies will be developed in 2015. Guide the standardized and orderly transfer of land management rights, innovate the mode of land transfer and scale operation, and actively develop various forms of suitable scale operation. We will encourage and support the transfer of contracted land to large professional households, family farms and farmers' cooperatives, and develop various forms of appropriate scale operation. All localities should study and determine the appropriate standards for large-scale operation of land in their own areas in the light of natural economic conditions, the transfer of rural labor, the level of agricultural mechanization, and other factors. To prevent the tendency to be divorced from reality, go against the wishes of farmers, and unilaterally pursue super-large-scale operation.
