The mentality of "cleaning up the stock while waiting for the recovery" needs to be changed.

Since March, early onions are facing the lowest price in 10 years in Zhangpu County, Zhangzhou City, Fujian Province, which is the main spring onion producing area in China. In mid-April, the local mid-season green onions entered the harvest season, and the green onion market improved.

At present, the booking price of mid-season green onions per mu is more than 800yuan, with a maximum of more than 1000 yuan. According to Chen Jinglong, an onion farmer in Qianzhang Village, Chihu Town, the price per mu reached 3,000 to 4,000 yuan when the market opened last year.

"the purchase price of the processing enterprise is 0.2 yuan per kilogram, taking into account the processing and intermediate costs. Farmers are still losing money, but they have reduced their losses to a certain extent. " Zhuang Wenbin, director of the Economic work Station of Zhangpu County Agricultural Bureau, said.

The area of green onions in Zhangpu county is more than 50,000 mu, and the export volume of fresh green onions accounts for 45% of the whole country.

Zhangpu is not the first time that green onions are unsalable. It has been staged at least three or four times in the past decade. Zheng Jianhua, deputy mayor of Chihu Town, still remembers the sluggish sales in 2009: "at that time, during the financial crisis, overseas orders plummeted, and the price of onions hit rock bottom, basically the same as this year." However, at that time, the planting area of Chihu green onions was only half of what it is now, and the situation was not so serious.

Zhuang Wenbin said that the previous unsalable sales did not accumulate useful experience. It is still normal to clean up stocks while waiting for the market to pick up. There is no lack of guidance from the government, but the status quo of "all the people are green" has not changed.

After the unsalable green onions this year, the local emergency mechanism has been launched to organize technicians to go to the main producing areas of green onions to provide technical, price, sales and other information guidance, and to keep abreast of the production and marketing situation of green onions throughout the county. The latest market will be broadcast on Zhangpu TV station every day, and the harvest will be completed until May. In mid-March, the leaders of Zhangpu County led a team to Chihu Town to study and solve the problem of unsalable seasonal vegetables.

The person in charge of the Economic work Station of the Agricultural Bureau of Zhangpu County said that in recent years, the expansion of onion farmers has led to excess production and a decline in prices. In order to save costs, some onion farmers have been transferred to Southeast Asian countries to seize the international market. Chen Qiquan, a major vegetable grower, suggested that Zhangpu is a major vegetable growing county in the province and a vegetable base for Hong Kong, and that a large-scale vegetable wholesale market should be established to attract customers.

The local area is also trying to establish a long-term mechanism. The first move is to set up a county vegetable association in May to build an information platform for technology promotion, price quotation, marketing and so on. Secondly, it plans to invest 20 million yuan to build 61 cold stores covering a total area of 40, 000 square meters, which has won more than 6 million yuan.

In Zhuang Wenbin's view, under the background of oversupply in the market, it is more urgent to adjust the variety and management structure. Since last year, local farmers have been gradually guiding farmers to grow crops such as Taiwan's lotus and okra. At the Zhangpu green onion market seminar in March this year, he proposed that 40% of the current planting area should be cut and planted carrots, white radishes, kale and other varieties. He believes that local farmers have more experience in planting, and it is not difficult to change production. The crux of the problem lies in a fixed mindset. "they think that if the market is not good for a few years, it will get better next year."

Another way of thinking is to develop deep processing. "Welsh onions are rich in natural antibiotics, allicin, carotene, vitamins, calcium, magnesium, iron, selenium and other nutrients. if they can be developed for food and medicine, it will be a timely help to Zhangpu scallions." Zheng Jianhua said. However, at present, there is little such research and development in China. In Chihu Town, only two enterprises produce instant noodle vegetable bags, the raw material is mainly the tail of green onions, and the output digestion is very limited.

It is also urgent to improve the autonomy of improved varieties. At present, the main variety of Zhangpu scallions is "Tianguang 1" in Japan. The seed fee per mu of land is about 200 yuan, and the cost remains high.

Some people in the industry have suggested that Taiwan's experience can be used as a reference. Sanxing Township, Ilan County, Taiwan combines spring onion industry with cultural and creative industries, cross-border leisure tourism, high-end catering and other fields to create characteristic brands, effectively avoiding cheap vegetables and hurting farmers caused by vicious competition. However, Zhuang Wenbin believes that the combination of primary and tertiary production requires high operational experience and personnel, and the development of deep processing and the combination of primary and secondary production is the best way out at present.
