Who wants to come back to be a village "official"?

On April 13, when the reporter went to Beitang Village, Yueqing City, Wenzhou for an interview, several village committees were having a meeting. According to this year's plan, a modern urban agricultural sightseeing park will be built in the village. They are planning to come up with a plan for land reform in the light of the reality of the village.

In 2008, Beitang Village elected Su Desheng, who started a successful business in Shanxi, as the village director. Now he has been re-elected for three terms, and the secretary and village director are "shoulder to shoulder". Of the 12 members of the two village committees, 7 are "entrepreneurs."

Su Desheng told reporters that he became a village official mainly because of the "local affection" in his heart. Although he left his hometown as a teenager and set foot in the business world. Over the past 20 years, as his business has grown, he has seldom returned to his hometown except for important festivals such as Spring Festival, Qingming Festival and Dragon Boat Festival. His old father died of illness in 2003, and he lived in the village for half a year, which shocked him greatly this time. "at that time, many small electroplating factories in the village, illegal sheds were built everywhere, sewage was discharged directly into the river, and the air pollution was very serious." He sighed that he had made so much money that his hometown was still poor. He decided to put up a sum of money to control water, build roads and improve the environment. "my roots are in Beitang, and I still have to return to my roots in the future."

In fact, since 2000, a large number of entrepreneurial "capable people" in Yueqing have returned to their hometown as village cadres. As of last year, of the 7855 village committees in 911 villages in the city, 4304 had gone out to work and did business, accounting for 54.79 percent of the total. In Furong Town of the city, "capable person" village officials have formed a group. Of the 59 villages in the town, there are more than 50 "capable people" who serve as secretaries and directors.

Chen Quanmiao of Xiaodang Village, Yandang Town, was called home to become a secretary in 2013. During the interview, the reporter heard such a thing: on the eve of the change of village-level organizations, the organization department of Yueqing City inspected the villages. As soon as they entered Xiaowan Village, they were surrounded by villagers. Everyone was full of words about the "shortcomings" of the two committees of the village, saying that village cadres were not United and quarreled at meetings. The surrounding villages developed by leaps and bounds, and their village was "motionless" for 10 years.

Chen Quanmiao said, "responsibility is more important than life, and faith is more important than money." He takes over the project in Shanghai and earns hundreds of thousands of yuan a year, leading a comfortable life. But, "can I watch my village turn into a backward village?" Now, Chen Quanmiao goes to the city and town non-stop every day to fight for policies and funds for village projects. "although it is hard, I feel at ease." He said.

Some people analyze that there are roughly three situations in which "capable people" are willing to return to their hometown to become village officials: because of their hometown complex, they feel responsible and want to build a good village; in order to realize their personal ambitions, they should borrow a platform to show their talents and "get ahead and honor their ancestors." when you get older, you want to return home and spend your life.

In the interview, the reporter repeatedly asked the "capable person" why he was willing to become a village official. They say that to be a village cadre is to "strive for strength but not for wealth." if there is no reward, it will be paid upside down, and it is almost an obligation to be angry. But some people confess that being a village cadre can bring face and honor, win the respect of the villagers and the praise of future generations. A village director of an "able person" told reporters that the reason why he was willing to give up his annual enterprise income of hundreds of thousands of yuan was not because of the size of the "official" of the village, but because of peace of mind. He said that after his economic success, he hoped to do something good for the villagers in the village and gain the recognition and favor of the villagers. being a village cadre to do practical things for the villagers was an important way for him to gain popularity.

What do village "officials" do?

Yu Chenxi, a secretary of the village branch, described the rapid changes in the village since he took office in 2004: the new building in front of him was the "masterpiece" of the two village committees in 2005. The park, which covers an area of 30 acres in front of the building, used to be the dirtiest garbage dump; another 500 meters of dikes were built in the village in 2006, and the villagers have been safe and sound since the typhoon season every year; in addition, two vertical and two horizontal roads have been built in the village, each eight meters wide. Now, the whole village is full of new houses, and half of the poor families are living in rehousing.

Yu Chenxi said that although village officials are "junior officials" at the grass-roots level, they have a lot of responsibilities, obligations, and tasks. From a big point of view, "a thousand lines above and a needle below" must complete and handle on time the tasks assigned by the higher authorities, such as family planning, afforestation, irrigation and water conservancy, banning straw burning, and meeting inspection; from a small point of view, it is also necessary to deal with trivial matters such as issuing certification letters for the masses, stamping seals, and mediating civil disputes. In 2003, the per capita net income of Xili Village was less than 500 yuan. Now, "there are six or seven households with assets of more than 100 million yuan, and many of them have more than 10 million yuan." Zhang Jianbin told reporters that in the past, there were no roads in the village, and the environment was poor, and the foundation in the best area was only 10,000 yuan. Now, even a foundation in a nook and cranny is worth at least 200000 yuan, and a good lot has already exceeded 500000 yuan. Some villagers who have bought houses in the town have come back to renovate their houses one after another in recent years.

There is a very common phenomenon in rural areas of Wenzhou, that is, individuals are rich and collectives are poor. According to the statistics of 2014, there are 3546 "shell villages" among the 5405 administrative villages in the city. As the collective economy of the village is weak, there is no money to do things, and people with some "skills" have run out, resulting in ineffective management in many villages, even more difficult directors, and weak execution and poor cohesion of the two village committees.
