Chen Xiaohua, vice minister of the Ministry of Agriculture, said at the meeting that the entry of information into villages and households to promote the deep integration of the innovative achievements of the Internet with agricultural production, operation, management, and services is of great significance for changing the mode of agricultural development and innovating the way of agricultural administration. Eventually, 600000 administrative villages across the country will be connected into a large network to form Agricultural big data, improve the government's decision-making ability and level, and accurately push information to farmers and new agricultural operators.

It is understood that since China launched the pilot project of entering villages and households in 10 pilot provinces and cities, including Beijing and Liaoning, and 22 pilot counties in 2014, nearly 4000 beneficial agricultural information cooperatives have been built and operated, covering more than 60 percent of the administrative villages in the pilot counties. Public welfare services, convenient services, e-commerce and training experience services have been carried out, and some more successful market-oriented operation modes have been explored.

Chen Xiaohua said that promoting the entry of information into villages and households is an urgent need to narrow the digital gap between urban and rural areas. In rural areas, more than 50,000 administrative villages still do not have access to broadband, less than 30 percent of rural households have computers, and more than 70 percent of farmers do not use the Internet. It is estimated that the volume of e-commerce for agricultural products reached more than 100 billion yuan last year, accounting for about 3 percent of the total sales of agricultural products.

It is reported that this year, the Ministry of Agriculture will vigorously promote the pilot project of information entry into villages and households. We will speed up the upgrading of the 12316 public service hotline and provide farmers with convenient agricultural technology, market and other information services. Strengthen cooperation with telecommunications, banking, insurance, supply and marketing, water and electricity and other units, so that farmers can enjoy convenient services when they are not enough to leave the village. Promote e-commerce into the village and strengthen training and experience services. At the same time, we should explore innovative information monitoring methods, establish and improve market-oriented operation mechanisms, strengthen the construction of risk prevention and control systems, and speed up R & D and operation of a national unified platform.
