China explores to invigorate rural homestead assets

Authorized by the standing Committee of the National people's Congress, the reform of China's rural homestead system has entered the implementation stage.

Yujiang County in Jiangxi Province is one of the 33 pilot counties identified by the state for the reform of the homestead system, as well as the suburbs of metropolises such as Daxing District of Beijing and Jixian County of Tianjin.

According to the statistics of the Land Bureau of Yujiang County, there are 43000 houses idle (uninhabited for more than 11 months in a year), 8300 dilapidated houses and 7200 collapsed houses on 114000 homestead sites in the county, and half of the homestead sites have become "idle bases."

The homestead withdrew by the villagers can be transferred within the collective economic organization, and according to the conditions, they can choose to build houses in the market town or buy commercial housing at a preferential price. " Cai Guohua, director of the Land Bureau of Yujiang County, said that according to the pilot policy, Yujiang County will explore paid use of homestead, paid withdrawal, and innovative examination and approval mechanism of homestead.

Before the country officially launched the pilot reform of the homestead system, some places carried out some adjustment and exploration of the homestead without breaking through the existing policy framework.

Yushan County, located at the junction of Jiangxi and Zhejiang provinces, has completed the planning of 149 villages in recent years, providing a basis for the rational layout of homestead. Last year, Yushan County moved the whole village of Zhe Kengtou Village, which lives in the high mountains, into the construction village at the foot of the mountain.

The reporter saw in the construction village that most of the villagers who withdrew from the original homestead chose to build houses in centralized resettlement sites. The homestead withdrew from the construction village is uniformly transferred into a tea garden, and the right of contract and the transfer of metal are transferred to the original homestead users, thus realizing the increase rather than decrease of the usufruct of the rural house.

Gongqing City, which is located on the bank of Poyang Lake, promotes the reform of "exchanging agricultural houses for urban housing" combined with urban integration construction, and encourages farmers living in flood-prone areas to withdraw from the homestead and settle in the city for a fee.

Gongqing City Jiangyi Town Nanhu Village villagers representative Xiong Maojian told reporters that his family of 4 people, there are 170 square meters of homestead and farmland. In 2013, he signed a contract to exchange farm houses for urban housing and voluntarily withdrew from the homestead. He traded his homestead and old farmhouse for three new urban houses with a total area of 170 square meters, deducting various subsidies and incentives, and he only spent more than 10,000 yuan himself. Locally, the price of urban commercial housing is about 3500 yuan per square meter.

Most of the Qingzhuang villagers in Nanhu Village work in the urban area of Gongqingcheng all the year round. At present, more than 1300 farmers in this village are about to complete the exchange of agricultural houses for urban housing, and the exited homestead will be reclaimed into arable land due to better soil conditions.

Of course, for many elderly farmers, there is still reluctance and worry about giving up homestead. Xiong Maojian said he is 52 years old and can still find a job. After the age of 60 and unable to find a job in the city, I still want to go back to the countryside to farm.

In this regard, Huang Bin, secretary of the Communist Qingcheng Municipal CPC Committee, suggested that the pilot project of the reform of the homestead system should explore how to match with the improvement of the social security system for farmers, so that people who have no use of homestead and have the conditions to withdraw have the confidence to live a better life.

Through paid withdrawal, transfer and activation of idle homestead resources and restoration of homestead, the efficiency of land use can be improved, which is of great significance to China, which has a large population and little land. However, when exploring the reform of homestead, we must respect the wishes of farmers and earnestly safeguard their interests.

"the purpose of the reform of the homestead system is to better protect the rights and interests of farmers. We must not let farmers lose their living quarters under the banner of reform, nor can they pay a high price for the reform. This is the bottom line."
