At a time when large-scale "three summers" agricultural mechanization production is about to kick off, on May 13, the Ministry of Agriculture held a video conference on cross-regional wheat harvesting work in 2015 to study and analyze the wheat cross-regional mechanization situation and deploy the "three summers" agricultural mechanization work. Zhang Taolin, vice minister of the Ministry of Agriculture, stressed at the meeting that all localities should give full play to the role of the main force of agricultural machinery, make every effort to do a good job in the "three summers" production, turn "bumper harvest" into "bumper harvest", and win valuable agricultural time for autumn grain production. Efforts should be made to ensure the quality of summer harvest and summer crops, and firmly grasp the initiative in grain production throughout the year.

The meeting demanded that the cross-district operation of agricultural machinery in the "three summers" this year should strive to achieve the goal of "two stability and two improvement": first, the total input of machinery and tools should remain stable. It is estimated that the number of rice-wheat combine harvesters put into production in "Sanxia" will reach 550000, of which more than 300000 will participate in cross-district operations. Second, the operation level of agricultural machinery has risen steadily. We will strive to achieve a winter wheat harvest level of more than 92%, of which the wheat harvest level in the main producing areas of Huang-Huai-Hai is stable at more than 96%, and the summer corn machine sowing level reaches 85%. Third, the operation quality of agricultural machinery has been further improved. Reduce the grain throwing loss in the mechanized harvest link, and strive to return the particles to the warehouse; fourth, the operation efficiency of agricultural machinery is further improved. The transfer of the combine harvester for cross-district operation is smooth, the supply and demand of operating equipment is balanced, the summer harvest and summer seeds are advanced in an orderly manner, and the farming time is not missed.

The meeting stressed that the organization and management of agricultural mechanization production in the "three summers" this year will strive to achieve the "five reinforcements." First, it is necessary to strengthen the preparation of machinery and personnel. Before the beginning of the "three summers", it is necessary to strengthen the technical training and safety education of agricultural machinery operators, do a good job in the maintenance and maintenance of agricultural machinery and tools in advance, ensure that the technical condition is good; second, it is necessary to strengthen the coordination between supply and demand in the market. We should conscientiously do a good job in the free issuance and registration of the "cross-district operation certificate of agricultural machinery", promptly release information such as the supply and demand of machinery and tools, the progress of wheat harvest, and so on, guide both supply and demand to sign operation contracts, and promote the orderly flow of combine harvesters; third, it is necessary to strengthen technical guidance services. Conscientiously implement the working quality standards of wheat combine harvesters, guide farmers and operators to select suitable machines and tools, suitable cutting period, stubble height and harvesting speed, etc., and effectively reduce the throwing loss of wheat harvesting links; vigorously promote straw crushing and returning technology to the field, promote straw resource utilization and clean utilization; fourth, strengthen emergency dispatching and command. Formulate an emergency plan for wheat harvest in disastrous weather in advance to ensure that harvesting machines and tools are "available and useful" at critical moments, and do everything possible to speed up the progress of mechanized operations for summer harvesting and summer planting; fifth, it is necessary to strengthen the coordination and cooperation of departments. Cooperate closely with public security, transportation and other relevant departments to protect the production of "Sanxia".
