Like other countries in the world, China's record of using animal fur to make clothing has been accompanied by the history of early human evolution and social development. In the initial stage, the skin was mainly obtained by hunting in the wild. After the founding of New China, in order to take into account the needs of the protection and rational utilization of fur animal resources, China began to vigorously guide and promote the artificial breeding of fur animals. Since 1956, China has established the first batch of fur animal breeding farms in Heilongjiang, Liaoning, Shandong and other provinces, and introduced fur animal provenances such as minks and foxes from abroad through state-owned foreign trade enterprises for artificial breeding. Since then, China's fur animal breeding industry has entered a period of development from scratch, from small to large. In the 1980s, the stock and annual output of fur animals in China have reached a considerable scale, and the private economy has gradually become the main force of the breeding industry. At present, almost all animal fur and its clothing products in China come from artificial breeding resources.

The fur breeding industry in China has developed vigorously in recent years. At present, China's fur farming industry accounts for about half of the world's total output. According to the statistics of China Leather Association, the output of mink, fox and mackerel, the main species of fur animals in China, was more than 40 million, 10 million and 12 million respectively in 2013. Fur breeding is mainly distributed in 13 provinces, cities and regions, including Shandong, Liaoning, Hebei, Heilongjiang, Jilin, Inner Mongolia, Shanxi, Ningxia, Xinjiang, Anhui, Jiangsu, Tianjin and Beijing. the main breeding areas are concentrated in Shandong, Liaoning, Hebei, Heilongjiang and Jilin, accounting for about 95% of the total aquaculture in the country. As the first factory of the fur industry, the fur animal breeding industry provides rich raw materials for the fur industry; the fur animal breeding industry solves the employment of more than 5 million rural labor force and effectively helps farmers shake off poverty and become rich; the fur animal breeding industry has also effectively alleviated the pressure on the protection of wild resources and produced positive ecological benefits.

In 2005, the State Forestry Administration issued the interim Technical regulations on the domestication, breeding and Utilization of Wild Fur Animals (hereinafter referred to as the Technical regulations), and in 2007, it issued the White Paper on the breeding, Utilization and Management of Fur Animals in China. Since 2013, the China Leather Association has been entrusted to revise the Technical regulations, and the revised standards will be issued within 2015. These documents and regulations focus on the detailed requirements for the breeding environment, animal welfare and execution methods of fur animals, which are consistent with international standards. These regulations and standards are publicized and issued by forestry departments and industry associations at all levels, and supervised by forestry departments.

In China, the government and industry associations have always demanded and actively advocated the use of civilized breeding and strict regulation to promote the development of the fur breeding industry, and resolutely oppose, condemn and resist cruelty to animals, at the same time, it also supports artificial breeding activities carried out through the legal use of animal resources. China is still in the primary stage of socialism, and it is also a developing country. Many domestic industries, including the fur animal breeding industry, are in the process of continuous improvement, improvement and improvement. The phenomena and cases of uncivilized and non-standard treatment of raising animals in individual places cannot represent the overall situation of our country; civilized breeding, active guidance, supervision by public opinion, implementation of norms and crackdown in accordance with the law are the common responsibilities of aquaculture practitioners, trade associations, news media and government management departments in the future.
