Shen Danyang, spokesman for the Ministry of Commerce, said at a regular press conference on the 15th that the plan will focus on the deep-seated problems in the development of "Internet + circulation" by improving policies, regulations and standards, optimizing logistics infrastructure, and improving network service capability. strengthen statistical monitoring and intellectual property protection, carry out personnel training and other measures to optimize the development environment.

According to the action plan, in the next one to two years, it will cultivate 200 e-commerce comprehensive demonstration counties in rural areas, create 60 state-level e-commerce demonstration bases, cultivate 150 state-level e-commerce demonstration enterprises, promote the construction of 100 e-commerce overseas warehouses, and guide local construction of 50 e-commerce personnel training bases.

Shen Danyang stressed that this plan will strive to solve the two bottlenecks of "Internet + circulation". One is to solve the problem of the "last kilometer" of e-commerce, such as actively developing e-commerce in small and medium-sized cities and rural areas, improving their infrastructure such as express delivery and logistics warehousing, and at the same time, encouraging e-commerce enterprises to go out and build an overseas logistics system through the construction of overseas warehouses; the second is to break the bottleneck of e-commerce "the last 100 meters", such as encouraging e-commerce to enter the community, promoting online and offline interaction, innovating ways to serve the people's livelihood, and so on.

It is understood that this is an important measure for the Ministry of Commerce to actively respond to the relevant arrangements and requirements of the State Council and promote the deep integration of the Internet and the circulation industry. This move will promote the transformation and upgrading of the circulation industry and give full play to the role of e-commerce in releasing consumption potential, stimulating industry vitality and increasing employment opportunities.
