Sina Financial News "2015 fourth China International Agricultural and Business Summit Forum" was held in Beijing on May 17th. Zhang Xingwang, director of the Information Center of the Ministry of Agriculture, suggested using big data to lead China's agricultural development.

Among them, first, it is necessary to do a good job in top-level design, make scientific planning and layout for the framework and technical route of China's agricultural big data construction, and make overall arrangements.

Second, special emphasis should be placed on data collection and mining, and a massive database with unified standards, comprehensive content, mutual connection and rapid reflection should be established, which can explain every product, every link and every regional market clearly.

Third, the research and development of innovative data system can transform massive data into intelligent, accurate and scientific decision-making information.

Fourth, emphasize the application of data, make the data lying in the database of various departments alive, and really provide the main body of the market anytime and anywhere.

The following is a transcript of the speech:

Zhang Xingwang: Hello, as alumni, my alma mater is very happy to hold a forum on agriculture and commerce. First of all, I would like to express my congratulations.

I have always had a basic understanding that the development and revitalization of any of our industries cannot be separated from three forces, namely, political, business and academic circles. Only when these three forces work in one direction and interact with each other, will it be possible to make a great leap forward in an industry. During my study here from 2010 to 2012, I had the opportunity to get in touch with many elite entrepreneurs from all walks of life outside agriculture. At that time, it made me think a lot about China's agriculture. What is the driving force of agriculture in the future? I deeply realize that if agriculture is to move from traditional to modern, from product to industry, and from production to market, it needs some new ideas, especially modern industry chain, value chain, these modern industrial organization and management concepts, including the integration and interaction of the primary, secondary and tertiary industries. Therefore, I believe that in the process of China's agricultural development and transformation, excellent entrepreneurs are indispensable, and at the same time in the field of agriculture, industrial and commercial capital can also find its own value and realize its social responsibility.

Recently, several departments of the Central Agricultural Office, the Ministry of Agriculture, the Ministry of Land and Resources and the State Administration for Industry and Commerce jointly issued opinions on strengthening the supervision and risk prevention of industrial and commercial capital leasing of agricultural land. in particular, it is clear that industrial and commercial capital should be encouraged to enter the capital-intensive and technology-intensive industries of agricultural development, to engage in the circulation and socialization of agricultural products, and to encourage the development of improved seed and seedling breeding. Standardized facility agriculture and large-scale aquaculture are suitable for modern farming industry managed by enterprises. At the same time, we also clearly encourage industrial and commercial enterprises to carry out agricultural environmental governance and the arrangement and restoration of resources, and at the same time further clarify what restrictions we have on industrial and commercial capital, in addition to encouraging these contents. Forbidden what? It should be said that this is not only a document to strengthen supervision, I think it is also a document for industrial and commercial capital to enter agriculture, the mission of the development direction.

Back to the topic of my speech, how to apply big data to open up the industrial chain? with the information tide permeating everyone's work and life, big data is changing everyone's life, including the way we understand the world. What on earth does big data mean? The United States launched the big data Research and Development Program in 2012, and the governments of Japan, Britain and a considerable number of countries have launched action plans in this area. In a speech when General Secretary Xi Jinping visited the Chinese Academy of Sciences in 2013, he said that big data is an oil resource of industrial society. He said that whoever has the data will take the initiative.

What does big data mean to agriculture? With the rise of big data's technology, by comprehensively, quickly and accurately capturing the information of the whole agricultural industry chain, it is entirely possible to realize the unity of agriculture, logistics, business flow and information flow, realize the optimal allocation and efficient operation of all kinds of resources in the whole industry chain, and realize the development of multi-functional agriculture such as resource-saving and environment-friendly.

Two years ago in the spring, I had an opportunity to go to a very famous place in western China, that is, Zhongning County in Ningxia Hui Autonomous region, the hometown of Chinese wolfberry in China. I stayed in that county for half a month to do research, and mainly focused on Chinese wolfberry products, but after I stayed for half a month, up to today, I still haven't figured it out, and there are still a lot of questions that are not clear. We all know that Chinese wolfberry is a good food for people's health. Is this product suitable for men or women? Is it better to eat in the morning or in the evening? Is it better to eat directly or soak in wine? Is it better to take 10 or 20 tablets at a time?

Such a problem has become a puzzle for me, and I believe it has also become the perplexity of many consumers, which makes me think of a lot of questions. What kind of road should we take in the process of modernization of Chinese agriculture? of course, there are many ways to solve it. I think that in general, the development of agriculture not only needs Chinese food and traditional Chinese medicine, but also our qualitative path and thinking. We also need some quantitative methods such as western food and western medicine, that is, from traditional agriculture to modern agriculture, and we must change from the traditional mode of qualitative thinking to the development of agriculture with the combination of qualitative and quantitative analysis. only in this way is it possible to realize the transformation of agriculture proposed by the central government from production-oriented to consumption. Therefore, it is very necessary to use big data to open up the industrial chain of agriculture.

From an international point of view, it is inconceivable that a country wants to participate in the global agricultural competition without the support of big data. We have come to participate in such an activity today because we are concerned about agriculture. We will certainly notice that American agriculture can occupy such a leading position in the world for many reasons, but there is a very important baton. That is, how to use big data's thinking to constantly shout to the global agriculture and the world agricultural market, which has had a far-reaching impact on the global agriculture. The United States has an agricultural outlook system, which has been in place for 92 years since 1923. Every month, a large amount of data is used to release a large amount of data and information to the domestic agriculture of the United States and to the international agricultural product market. It should be said that this role is very important and huge to guide and lead the development of world agriculture with the information of data. We have a lot of information about China itself, and many experts will know it. Without the information released by the United States, the information about China is more complete.
