On May 20, the Ministry of Agriculture held a national working conference on the supervision of the quality and safety of aquatic products in Guangzhou. Yu Kangzhen, Vice Minister of Agriculture, attended the meeting and made a speech. He demanded that fishery departments at all levels earnestly enhance their sense of responsibility and urgency, insist on the combination of "cultivation" and "management," take more effective measures, comprehensively strengthen supervision, and constantly improve the quality and safety level of aquatic products. to ensure the safe and effective supply of aquatic products.

Yu Kangzhen pointed out that since the 12th five-year Plan, the fishery system has effectively strengthened the supervision of the quality and safety of aquatic products, closely centering on the goal of "two ways to do everything possible and two efforts to ensure" set by the Ministry of Agriculture. The quality and safety of aquatic products continued to be stable and improved, and the qualified rate of spot inspection of producing areas increased year by year, reaching 99.2% in 2014, and there were no major incidents of quality and safety of aquatic products. The aquatic product quality and safety supervision system has been initially established, and the aquatic product quality and safety inspection system supplemented by the national and ministerial quality inspection centers as the backbone, prefectural, county and township quality inspection centers has been established, and the law enforcement capability of aquatic products quality and safety has been improved.

Yu Kangzhen stressed that the quality and safety of aquatic products is related to consumer health and food safety, fishery industry safety and ecological environment safety, involves the production, breeding and circulation of inputs, and is greatly affected by residue, epidemic disease, water environment and other factors. the problem of illegal drug use of individual aquaculture varieties exists in varying degrees, some fishery inputs have great potential risks, and there are hidden dangers in circulation and temporary cultivation. The situation faced by the supervision of aquatic product quality and safety is more complex. Fishery departments at all levels should have the courage to take responsibility, overcome difficulties, strengthen confidence, enhance their capacity, speed up the construction of modern fisheries, strive to meet the people's growing needs for the quality and safety of aquatic products, and earnestly maintain the safety on the tongue of the vast number of fishery consumers.

Yu Kangzhen demanded that for a period of time in the future, the supervision of the quality and safety of aquatic products should focus on eight aspects: establishing a healthy supervision system and paying close attention to the implementation of the main responsibility; the second is to further promote standardized and healthy aquaculture and control the quality from the source; the third is to strengthen the quality monitoring work and improve the monitoring coverage. Fourth, strengthen the quality and safety supervision and enforcement of the law, increase the intensity of punishment; fifth, carry out in-depth special rectification and focus on dealing with outstanding problems; sixth, strengthen the scientific and technological support of quality and safety and improve the quality standard system; seventh, strengthen the construction of laws and regulations and promote mechanism innovation; eighth, strengthen the propaganda and guidance of public opinion and improve the ability to deal with emergencies.
