Tsai Chin-lai, 66, the production and marketing monitor of the Shenkeng Peasant Association, is a tea-making lecturer. Tsai Chin-lai planted two-point tea gardens in the area, and his seed-covered tea won the special prize and the first prize of the Taipei County Peasants' Association for many times. Mother Tsai, who is 90 years old with a white pewter on her face, is still smart when she leaves the garden from the tea basket. She teaches environmental volunteers and social welfare volunteers of the Arou Community Development Association to gently pick two leaves of one heart with their thumbs and forefingers when making tea. This is the basic skill of making good tea.

Huang Meihua, mayor of Shenkeng District, said that tea is one of the four treasures, such as deep pit tofu, black-haired pigs, bamboo shoots, and so on. The area of tea planted in the area is 10.12 hectares, and the annual output of tea is 6.58 metric tons. Because it requires a lot of physical strength to make tea, it is traditionally done by men. Driven by the policy of equality between the municipal government and the public, six of the 24 tea makers in the region are already women, showing slight results.

Lin Kunzong, an ad hoc member of the Bureau of Social Affairs, said that Article 14 of the United Nations Convention on the Elimination of all forms of Discrimination against Women (CEDAW) states that in view of the special problems faced by rural women and their families' livelihood, appropriate measures should be taken, such as through study and training, to enable women to develop and benefit. Therefore, through this activity, it is hoped that more women can experience the fun of making tea, and even join the tea-making process.
