The "opinion" points out that by 2020, China will basically build a large e-commerce market that is unified and open, orderly competition, honest and law-abiding, safe and reliable. E-commerce is deeply integrated with other industries, becoming an important platform for promoting entrepreneurship, stabilizing employment and improving people's livelihood services, and plays a key role in the simultaneous development of industrialization, informatization, urbanization and agricultural modernization.

At the same time, the Ministry of Commerce recently studied and formulated the "Internet + Circulation" Action Plan to accelerate the deep integration of the Internet and the circulation industry. The Action Plan proposes to cultivate 200 e-commerce into rural comprehensive demonstration counties, create 60 national e-commerce demonstration bases, cultivate 150 state-level e-commerce demonstration enterprises, promote the construction of 100 e-commerce overseas warehouses, and guide the local construction of 50 e-commerce personnel training bases. by the end of 2016, the volume of e-commerce transactions will reach 22 trillion, and online retail sales will reach 5.5 trillion.
