However, the temporary storage policy has pushed up the price of domestic rapeseed, increased the operating costs of domestic oil processing enterprises, and stimulated the import of foreign low-cost rapeseed. As a result, the market share of domestic rapeseed and rapeseed oil has further shrunk.

Kang Xia, an associate researcher at the Scientific Research Institute of the State Grain Administration, believes that this price mechanism is out of touch with the international market, and because of the lag of the policy, the policy is inflexible and cannot adapt to the current changes in the international and domestic markets. The linkage between China's oil market and the international market is getting stronger and stronger, and the international market has more and more influence on the domestic market. How to adapt the rapeseed acquisition policy to the changes of domestic and foreign markets is a big problem facing the rapeseed industry at present.

Experts suggest whether the state can follow the method of implementing the target price subsidy policy for two major agricultural products, soybean and cotton, and pilot this policy in Hubei and some major rapeseed producing areas. In this way, it not only returns the market to enterprises, but also protects the interests of rapeseed growers. However, some enterprise officials said that over the years, the domestic rapeseed industry has become dependent on the temporary storage policy, and the adjustment and change of the temporary storage policy will affect the nerves of all kinds of enterprises in the industrial chain. Even if the temporary storage policy is adjusted, there will still be a long period of policy inertia, and the government must strengthen top-level design and create a fair policy environment, so that large-scale and reputable brand enterprises can give full play to their competitive advantages.
