Farmers are not only the main force of farming, but also the main force of afforestation. Every year, the state allocates a large amount of special subsidy funds to local governments to encourage and support farmers in afforestation. So why don't farmers get the afforestation subsidies they deserve?
Specific analysis, there are roughly four reasons: first, some local governments use forestry special subsidy funds for other purposes, bundling funds into a certain project; second, some grass-roots governments intercept special funds; third, some forestry departments try to save trouble and only give subsidies to large afforestation households; fourth, although subsidies have been given to farmers, they have not been paid in full. In short, it is still difficult for many farmers to fully enjoy the benefits of the policy.
Compared with the high degree of mechanization of state-owned forest farms and afforestation professional households, afforestation by individual farmers is more difficult and costly. Perhaps, a few mu or dozens of mu of woodland per household is negligible in area, but from the overall point of view, hundreds of millions of farmers are the absolute main force in greening mountains and rivers, and they should enjoy the special forestry subsidies given by the state.
The state's special subsidies for farmers can not or can not be fully distributed to farmers, which is a stubborn disease for many years. If you want to cure it, you might as well learn from the practice of direct grain subsidy card. In 2004, the state promoted grain direct subsidy card, and the direct subsidy funds were directly allocated to farmers' accounts without going through any intermediate links, effectively reducing the risk of fund interception and misappropriation, arousing farmers' enthusiasm for growing grain, promoting year-on-year grain production and increasing farmers' income, and ensuring the country's food security. Forestry can also be directly subsidized by special funds, and those who will benefit from afforestation will give the benefits directly to farmers.
From the operational level, the complexity of forestry direct subsidy is far less than that of grain direct subsidy. Afforestation is the basic work of the construction of ecological civilization, the relevant departments might as well set up a pilot project to implement forestry direct subsidy card, so as to arouse farmers' enthusiasm for afforestation. When the conditions are ripe, it will be extended to the whole country, so that hundreds of millions of farmers can really enjoy the dividends of national policies.
