Experts say that agricultural scale operation can take many forms. In addition to land transfer, it is also possible to improve the level of organization and scale through the development of association and cooperation among farmers and agricultural socialization services.

However, in the process of industrial and commercial capital entering agriculture, it is also necessary to prevent the "non-agriculturalization" and "non-grain conversion" of land, especially the main grain producing areas, grain production functional areas and high-yield demonstration areas. Industrial and commercial capital going to the countryside should devote itself to the development of modern farming and agricultural services suitable for enterprise management.

Industry insiders pointed out that these industries mainly include the processing, storage, transportation and marketing of agricultural products, agricultural socialized services, improved variety breeding, high-standard facility agriculture, and large-scale aquaculture, as well as the development of rural "four wastelands" resources, land renovation, high-standard farmland construction, agricultural environmental governance and ecological restoration.

Recently, the Central Agricultural Office, the Ministry of Land and Resources, the Ministry of Agriculture, and the State Administration for Industry and Commerce jointly issued the opinions on Supervision and risk Prevention of Industrial and Commercial Capital Leasing of Agricultural Land, which put forward detailed rules for the supervision of industrial and commercial capital going to the countryside.
