The conference of national standards for beautiful rural construction was held in Beijing.

Tian Shihong, member of the party group of the AQSIQ and director of the National Standards Commission, and the person in charge of the Beautiful Village creation Office of the Ministry of Agriculture attended and spoke at the meeting.

The national standard "Guide to Beautiful Rural Construction" was jointly drafted by nine units, including the Department of Science, Technology and Education of the Ministry of Agriculture, aiming at "scientific planning, production development, affluent life, clear rural style, clean village appearance and democratic management." the sustainable development of livability and industry "is the main goal, highlighting the characteristics of universality, guidance, guidance, practicality and compatibility, and taking into account local needs as a whole. The basic elements of beautiful rural construction are standardized. the standard content embodies the core concept of "beautiful rural villagers build and enjoy the fruits of construction", and strives to create the ecological beauty, life beauty, production beauty and behavior beauty of beautiful villages.

The standard consists of 12 chapters, and the basic framework is divided into nine parts: general principles, village planning, village construction, ecological environment, economic development, public services, rural civilization, grass-roots organization and long-term management. The technical content adopts the combination of qualitative and quantitative methods, collects the relevant work requirements of relevant industry ministries and commissions, including the Ministry of Agriculture, and defines the "maximum common divisor" of beautiful rural construction in the overall direction and basic requirements. 21 quantitative indicators have been stipulated in the fields of village construction, ecological environment, economic development and public services, and target guidance has been given to beautiful rural construction.

Tian Shihong pointed out that the standard, as a summary of practical experience, embodies the advanced nature of technology and economic rationality, and is a technical standard of universal guiding significance after full consultation, agreement and conscious implementation by all parties concerned. In the practice of beautiful rural construction in China, the introduction of standardized management concepts and means plays a very positive role in guiding and leading beautiful rural construction and improving the quality and level of beautiful rural construction. As a recommended national standard, the Guide to Beautiful Rural Construction provides framework and directional technical guidance for carrying out beautiful rural construction, which makes beautiful rural construction have standards to follow, rules to follow in rural resource allocation and public services, and evidence to test in beautiful rural construction. At the same time, the standard reserves room for the development of rural individualization, and does not engage in an across-the-board approach, nor does it require "step by step". All localities are encouraged to take measures and innovative development in accordance with local conditions in accordance with the natural resources of rural areas.

The person in charge of the Beautiful Village creation Office of the Ministry of Agriculture pointed out that the Ministry of Agriculture has formulated the "Ministry of Agriculture" target system for the creation of "beautiful villages", identified 1100 state-level beautiful villages to create pilot villages, and integrated the resources of various policy projects. Promote the specific creation work in accordance with local conditions. It has launched ten models for the establishment of beautiful villages, carried out related research on theory, policy, and technology, and undertaken the drafting, organization and compilation of the fourth batch of national cadre learning and training materials "Building Beautiful China". At the same time, we have set up beautiful rural exchange platforms such as the Beautiful Rural Expo and the "China Wanfenglin Beautiful Rural Summit", and carried out a series of activities such as "Happy Tour in China's Beautiful Countryside", which has effectively promoted the creation of beautiful villages throughout the country. In the next step, the Ministry of Agriculture will take the release of the "Guide for Beautiful Rural Construction" as an opportunity to guide all localities to plan beautiful rural construction to a high standard in accordance with the requirements of the Guide, and relevant experts and scholars will use the Guide as the blueprint to formulate local implementation rules, and take the Guide as the main basis for the selection, confirmation, and evaluation of pilot villages in the next step.

At the meeting, the relevant responsible persons of Zhejiang Provincial Bureau of quality and Technical Supervision and Anji County of Zhejiang Province also introduced the pilot situation of beautiful rural standardization in Zhejiang Province and Anji County respectively.
