Cracking down on "Clenbuterol" should treat both symptoms and root causes

In recent years, in order to strictly investigate the illegal activities of adding "clenbuterol" to pigs, beef cattle, mutton sheep and their products, agricultural and animal husbandry departments at all levels and administrative departments of health, food and drug administration, industry and commerce, etc. have intensified sampling inspection and strictly investigated illegal activities. The quality of livestock products has improved significantly within a certain period of time, but it has not been able to fundamentally curb the illegal activities of adding "clenbuterol." Although the existing supervision method uses a lot of manpower and material resources, there are always caught fish, and it is difficult to trace the positive samples.

Fundamentally stopping the illegal addition of "clenbuterol" is an inevitable requirement for improving the quality and safety of livestock products and ensuring the health and life safety of the people. It is also an inevitable choice for fulfilling departmental responsibilities and maintaining the image of the government. To strengthen the supervision of "clenbuterol", we must treat both the symptoms and root causes. On the basis of improving existing measures, we should study and put forward radical measures.

First, we should learn from the production model of chicken and milk production and marketing integration, guide large-scale slaughtering and processing enterprises to establish their own breeding bases, or establish stable contract purchase and sales relations with large-scale farms, strictly detect "clenbuterol" in the slaughtering process, and once "clenbuterol" is found positive, the legal responsibility of the supply farms shall be investigated according to law.

Second, strict slaughter enterprise construction standards. Slaughtering enterprises reaching a certain scale must establish their own breeding bases or establish fixed contract supply and marketing relations with large-scale breeding farms. Establish stable contract supply and marketing relations with slaughtering enterprises as a necessary condition for farms to enjoy state support policies.

Third, implement the market access system for pork, beef and mutton in large and medium-sized cities. Only meat products of slaughtering enterprises with breeding bases or fixed contract supply and marketing relations with breeding farms are allowed to enter large and medium-sized cities.

Fourth, simplify the sampling of "clenbuterol". Relevant departments shall conduct spot checks on breeding, slaughtering and market sales respectively, mainly playing an early warning role. Slaughtering enterprises shall carry out comprehensive inspection, report positive samples to agriculture and animal husbandry departments, and investigate and deal with the farms supplied according to law.
