The central government has 23.5 billion yuan to build high-standard farmland.

On September 7, the reporter learned from the Ministry of Finance that in 2015, the central finance has arranged 23.565 billion yuan of comprehensive agricultural development funds for high-standard farmland projects, and it is estimated that 27.7745 million mu of high-standard farmland can be built, with an average grain production capacity of more than 100 kg per mu.

The National Agricultural Development Office has taken various measures simultaneously and innovation-driven to ensure better results in the construction of high-standard farmland.

First, highlight key points and carry out project construction according to local conditions. In the implementation of high-standard farmland projects, we should focus on the basic construction of farmland water conservancy, make overall use of water conservancy, agriculture, forestry, science and technology and other measures to comprehensively control project areas, and allow specific projects and sub-measures to be determined according to the principle of "what is missing and what is supplemented". At the same time, according to the requirements of the central government for developing water-saving agriculture, more attention should be paid to and encouragement should be given to the development of water-saving irrigation agriculture and dry farming in the project area according to local conditions, so as to improve the utilization efficiency of water resources.

Second, increase investment and further improve the investment standard per mu. In order to improve the project construction standard, the upper limit standard of financial investment per mu for high-standard farmland construction projects was raised from 1300 yuan to 1500 yuan, an increase of 15.4%, realizing organic connection with the investment standard of National Overall Plan for High-standard Farmland Construction. At the same time, Beijing, Shanghai, Zhejiang and other places can further appropriately raise the investment standards according to local actual conditions and construction needs.

Third, simplify administration and delegate power, and increase support for new agricultural management entities. Since 2015, the approval authority for land governance project plans has been delegated to provincial agricultural development agencies for approval, and the National Agricultural Development Office is responsible for filing management, further reducing the approval links, improving the approval efficiency and speeding up the project construction progress. Further strengthen support for new agricultural business entities, explore the establishment of a new mechanism for the integration of agricultural development project construction, use and management, so as to ensure the long-term benefits of the project.

The fourth is to innovate the mechanism and incite financial capital to invest in high-standard farmland construction. Actively explore and give full play to the leverage of financial funds, jointly carry out pilot projects with three financial institutions, namely, China Development Bank, Agricultural Development Bank and Agricultural Bank of China, explore high-standard farmland construction projects implemented by state-owned farms, leading enterprises, farmers 'cooperatives, large professional households, family farms and other new business entities, and adopt discount interest and subsidies to leverage financial capital to invest in high-standard farmland construction.
