I. Application for certification

1. The applicant shall obtain the Application for the Use of Green Food Marks, the Questionnaire on Enterprises and Production and relevant materials from the China Green Food Development Center (hereinafter referred to as the Center) and the Green Food Office and Green Food Development Center of the province (autonomous region or municipality directly under the Central Government) where it is located, or download them from the website of the Center.

2. The applicant shall fill in and submit the Application for the Use of Green Food Mark, the Enterprise and Production Questionnaire and the following materials to the Provincial Green Office:

Statement to ensure the implementation of green food standards and norms; production operation procedures (planting procedures, breeding procedures, processing procedures); quality control system of the company for "base + farmer"(including contract, base map, list of bases and farmers, management system); product implementation standards; text of product registered trademark (copy); business license (copy); enterprise quality management manual; other materials required to be provided (copy of certificate attached if system certification is passed).

II. ADMINISTRATION AND REVIEW OF COMMUNICATIONS

1. After receiving the above application materials, the Provincial Green Office shall register and compile the examination of the application materials within 5 working days, and issue the Notice of Document Review Opinions to the applicant, and copy it to the Certification Office of the Center.

If the application materials for certification are incomplete, the applicant is required to submit supplementary materials within 10 working days after receiving the Notice of Document Review Opinions.

3. If the application materials are unqualified, notify the applicant that the application will no longer be accepted in this growth cycle.

4. If the application materials are qualified, Article 3 shall be implemented.

III. On-site inspection and product sampling

1. The Provincial Green Office shall specify the on-site inspection plan in the Document Review Opinion Notice, and appoint 2 or more inspectors to conduct on-site inspection after the plan is confirmed by the applicant.

2. Inspectors shall inspect item by item according to the relevant items specified in the Work Manual for Green Food Inspectors (Trial) and the Technical Specifications for Investigation of Environmental Quality Status of Green Food Producing Areas (Trial). Each inspector individually fills in the on-site inspection form and inspection comments. The on-site inspection and environmental quality status investigation shall be completed within 5 working days, and the on-site inspection evaluation report, environmental quality status investigation report and relevant investigation data shall be submitted to the Provincial Green Affairs Office within 5 working days after completion.

3, on-site inspection qualified, can arrange product sampling. Where the applicant provides the product quality inspection report issued by the designated green food product monitoring organization in the past year, and confirmed by the inspector, meeting the green food product inspection items and quality requirements, the product sampling inspection is exempted.

4, on-site inspection qualified, need to sample the product sampling:

(1)For the products that can be sampled at that time, the inspector shall sample the products according to the Technical Specification for Sampling of Green Food Products, fill in the Sampling Form of Green Food Products, and copy the sampling form to the Certification Office of the Center. Special products (such as animal products, etc.) shall be specified separately.

(2)If there is no suitable sampling product at that time, the inspector and applicant shall determine the sampling plan on the spot and copy the sampling plan to the certification office of the center.

(3)The applicant shall send the sample, product execution standard, Green Food Product Sampling Sheet and testing fee to the designated green food product monitoring institution.

(4)If on-site inspection fails, no product sampling will be arranged.

IV. Environmental monitoring

1, green food origin environmental quality status investigation by inspectors in the field inspection simultaneously completed.

2. After investigation and confirmation, the environmental quality of the origin meets the exemption conditions stipulated in the Technical Specification for Investigation of Environmental Quality Status of Green Food Origin, and environmental monitoring is exempted.

3. According to the relevant provisions of the Technical Specification for Investigation of Environmental Quality Status of Green Food Origin, if it is necessary to carry out environmental monitoring after investigation and confirmation, the Provincial Green Office shall notify the designated environmental monitoring institution of green food in writing to carry out environmental monitoring within 2 working days after receiving the investigation report, and at the same time, copy the notice to the Certification Office of the Center.

4. After receiving the notice, the designated environmental monitoring institution shall issue an environmental monitoring report within 40 working days, together with the completed Green Food Environmental Monitoring Form, directly submit it to the Certification Office of the Center and copy it to the Provincial Green Office.

V. Product testing

The green food designated product monitoring institution shall complete the inspection work within 20 working days after receiving the samples, product implementation standards, Green Food Product Sampling Sheet and inspection fees, issue the product inspection report, submit it to the certification office of the center together with the completed Green Food Product Inspection Form, and copy it to the provincial green office at the same time.

VI. Certification audit

1. After receiving the inspector's on-site inspection and evaluation report and the environmental quality status investigation report, the Provincial Green Office shall sign the review opinions within 3 working days, and submit the certification application materials, the inspector's on-site inspection and evaluation report, the environmental quality status investigation report and the Provincial Green Food Certification Form to the Center Certification Office.

2. After receiving the materials submitted by the Provincial Green Office, environmental monitoring reports, product testing reports and the "Investigation Form on Basic Conditions of Application for Green Food Certification" directly sent by the applicant, the certification office of the Center shall register and number them, issue a notice of acceptance within 2 working days after confirming the receipt of the last material, notify the applicant in writing, and copy them to the Provincial Green Office.

3. The Certification Office of the Center shall organize examiners and relevant experts to review the above materials and make audit conclusions within 20 working days.

4, the audit conclusion is "there are questions, on-site inspection is required", the center certification department within 2 working days to complete the on-site inspection plan, notify the applicant in writing, and copy the provincial green office. After confirmation by the applicant, an inspector shall be sent to conduct on-site inspection again within 5 working days.

5, the audit conclusion is "incomplete materials or need to supplement the explanation", the center certification office to send the applicant "green food certification audit notice", and copy the provincial green office. The applicant shall submit the supplementary materials to the certification office of the center within 20 working days, and copy them to the provincial green office.

6, the audit conclusion is "qualified" or "unqualified", the center certification office will be certified materials, certification audit opinions submitted to the green food review committee.

VII. Certification review

1. The Green Food Evaluation Committee shall conduct a comprehensive evaluation within 10 working days after receiving the certification materials and the audit opinions of the Certification Office, and make a final certification conclusion.

The final certification conclusion is divided into two situations: qualified certification and unqualified certification.

3. The conclusion is "qualified for certification", and Article 8 shall be implemented.

4. The conclusion is "unqualified certification", and the secretariat of the evaluation committee is making a final conclusion. Within 2 working days, the Certificate Conclusion Notice shall be sent to the applicant and copied to the Provincial Green Office. This production cycle will no longer accept their applications.

VIII. Certification

1, the center will be issued within 5 working days of the relevant documents sent to the "certified qualified" applicant, and copied to the provincial green office. The applicant shall sign the License Contract for the Use of Green Food Mark Trademark with the Center within 60 working days.

2. Certificate issued by the director of the center.
