In order to implement the guiding opinions of the Heilongjiang Provincial Committee of the Communist Party of China and the people's Government of Heilongjiang Province on cultivating Animal Husbandry Industry into a Strategic Industry for Revitalization and Development (Heifa (2016) No. 25) and Heilongjiang Provincial people's Government on speeding up the Development of Modern Animal Husbandry (Heizheng Fa (2015) No. 25), comprehensively promote the construction of immune epidemic-free areas for livestock foot-and-mouth disease and highly pathogenic avian influenza in our province (hereinafter referred to as epidemic-free areas). According to the Animal epidemic Prevention Law of the people's Republic of China, the National medium-and long-term Animal Disease Prevention and Control Plan (2012-2020) (State Office Fa (2012) No. 31) and the measures for the Evaluation and Administration of unregulated Animal epidemic areas of the Ministry of Agriculture (decree No. 1 of 2007) of the Ministry of Agriculture, and the provisions of the Technical Standard for the Management of unregulated Animal epidemic areas (trial) (Agricultural Medical Fa (2007) No. 3), combined with the reality of our province, this implementation plan is specially formulated.

I. necessity of the construction of epidemic-free areas

The construction of epidemic-free areas and the implementation of regional management of animal disease prevention and control is a common practice actively promoted by the World Organization for Animal Health, which is related to national public health safety and food safety, and directly affects the national economy, people's livelihood and social stability. it is an important responsibility of social management and public services for governments at all levels. Conscientiously implement the strategic plan of the provincial party committee and the provincial government on building the animal husbandry industry into a strategic industry for the revitalization and development of our province, and carry out the construction of epidemic-free areas, in order to promote the transformation and upgrading of animal husbandry and speed up the adjustment of agricultural structure, it is of great significance to speed up the realization of the goal of building a production base for high-quality animal products and to build a major province of green food industry.

First, it is conducive to the maintenance of public health security. Today, 75% of new human infectious diseases come from animals and animal-derived foods. Effective measures to protect public health and safety.

Second, it is conducive to ensuring the healthy development of modern animal husbandry. Through the construction of epidemic-free areas, comprehensively establish a biosafety environment, reduce the economic losses caused by animal diseases, improve the efficiency of animal husbandry industry, promote the transformation of animal husbandry production mode to standardized scale farming, and drive the development of upstream and downstream related industries. Build new advantages in Heilongjiang's economic development.

Third, it is conducive to improving the quality and safety level of animal products. Animal disease is the basic factor affecting the safety of animal products. Through the construction of epidemic-free areas, we can effectively control and eliminate animal diseases, reduce the use of veterinary drugs, and consolidate the basis for the quality and safety of animal products. Reduce the food safety risk caused by animal diseases from the source.

Fourth, it is conducive to the cultivation of high-quality livestock products brand. To provide high-quality animal products and realize the fundamental transformation from "raising well" to "selling well", we must adhere to brand building. Through the construction of epidemic-free areas, make full use of the authority of evaluation and certification of epidemic-free areas, further enrich the brand connotation of green, high-quality, safe and assured animal products in our province, enlarge the brand effect, improve market competitiveness, and promote the implementation of "import substitution strategy".

Fifth, it is conducive to promoting the export trade of animal products. Through the construction of epidemic-free areas, we can effectively break down technical barriers to international trade in animal products and promote the export of animal products in our province to Russia. At the same time, relying on the national "Belt and Road Initiative" and the construction of our province's "Longjiang Silk Road", we will further expand the markets in Northeast Asia, Central Asia and Eastern Europe.

II. Objectives and principles for the construction of epidemic-free areas

(1) Construction objectives. A complete animal epidemic compulsory immunization, animal epidemic monitoring and early warning, animal health supervision and supervision, emergency management and animal epidemic prevention information management system have been established at the provincial, municipal and county levels, and meet the standards set by the state and the World Organization for Animal Health. By 2020, livestock foot-and-mouth disease and highly pathogenic avian influenza will be immune and certified by national evaluation.

Integrate all kinds of resources, in accordance with the principle of adaptation of power and expenditure responsibility, according to the province's construction plan of epidemic-free areas, highlight key projects, key links and key measures, and concentrate efforts.

III. Construction scope and implementation steps of epidemic-free areas

(1) scope of construction. Epidemic-free areas are divided into protected areas and core areas. The protected area consists of 59 townships, 1 forest farm, 16 farms of land reclamation system and 74 townships in 15 counties (cities and districts) adjacent to Inner Mongolia Autonomous region and Jilin Province among the 18 border counties (cities). The core area is the whole of our province outside the protection area.

(2) implementation steps. In 2016, the province launched the construction of epidemic-free areas and carried out various work as a whole. In 2018, we will complete the preparatory work of self-evaluation, rectification and reform at the provincial, municipal and county levels, and strive to pass the national evaluation and certification in 2020.

IV. Key tasks for the construction of epidemic-free areas

In accordance with the overall requirements of "immunity to be epidemic-free, surveillance to prove epidemic-free, supervision to maintain epidemic-free, evaluation to confirm epidemic-free, and emergency recovery to be epidemic-free", we will focus on building a compulsory immunization system for animal diseases, a monitoring and early warning system for animal epidemics, an animal health supervision and supervision system, an emergency management system and an information management system for animal epidemic prevention.

(1) compulsory immunization system for animal epidemics.

We will improve the cold chain storage and transportation system of vaccine in provinces, cities and counties, and match the refrigerators, freezers, freezers and refrigerated vehicles that match the storage and transportation of vaccines. Villages and towns are equipped with sufficient refrigerators, freezers, transfer boxes and refrigerated bags to ensure cold chain storage and transportation.

Implement the compulsory immunization model of unified leadership of the government, guidance and supervision of animal husbandry and veterinary departments, breeding units and individuals as the main body of responsibility for epidemic prevention, and the combination of centralized immunization and timely supplementary immunity in the spring and autumn, so that they should be exempted as much as possible. the qualified rate of immune antibodies is maintained at more than 70% all the year round. Large-scale farms carry out autonomous immunization, and take the initiative to send samples to be tested and evaluated. Immunization of free-range livestock and poultry is carried out by the way that the government organizes village-level epidemic prevention workers or buys socialized veterinary services.

3. Management of epidemic prevention files. We will improve the construction files of epidemic-free areas, such as immunization files, vaccine management files, immunization effect evaluation files, and epidemic prevention personnel training files, and implement information management. All records and archives are linked up and down, standardized and unified, and traceability is realized.

(2) the monitoring and early warning system of animal epidemic situation.

1. Veterinary laboratory construction. The facilities, equipment, technical strength and biosafety levels of veterinary laboratories at the provincial, municipal and county levels have all reached the national standards, and all the three-level veterinary laboratories have passed the examination of veterinary system laboratories in 2017. Provincial laboratories, provincial regional laboratories, municipal laboratories and aquaculture county laboratories shall pass metrological certification.

3. Animal epidemic information management. Establish an animal epidemic prevention information database, standardize the reporting of surveillance data and epidemic information, strengthen the management of epidemic report, and improve the reporting and verification system of animal epidemic.

(3) the system of animal health supervision and supervision.

The main highways where the inter-provincial animal health supervision and inspection stations are located are selected as the designated channels for non-local animals and animal products to enter our province.

The newly built and renovated office space of the inspection site shall be equipped with the necessary equipment and facilities for office work, case handling and evidence collection, equipped with safety protection, disinfection, rapid detection and diagnosis equipment, access to optical fiber or broadband network, and installation of video surveillance system and other facilities and equipment, to meet the requirements of the Ministry of Agriculture "Highway Animal epidemic Prevention Supervision and Inspection Station Construction Standard" (Agricultural Medical Office (2006) No. 34). The inspection station shall be equipped with law enforcement personnel who match the work tasks, establish and improve the management system, strictly supervise and inspect the transportation of animals and animal products, and conscientiously do a good job in the connection of material verification, registration records, information entry and landing supervision information.

(2) warning signs. Fixed signs such as warning, guidance and publicity for entering unregulated animal epidemic areas shall be set up at designated passage checkpoints. Warning signs prescribed by the state shall be set up at non-designated channel checkpoints.

(3) Animal isolation field. A provincial animal isolation farm was built in Gannan County, and the site selection, layout and construction were carried out in accordance with the standards stipulated in document No. 3 of Agricultural Medical Development (2007). Quarantine places should improve various management systems, and do a good job in the management and registration of isolated animals, clinical observation, epidemic detection and connection of appearance information.

two。 Animal health supervision and law enforcement.

(1) Animal health supervision agency. The personnel, equipment and facilities of animal health supervision institutions at all levels meet the requirements of document No. 3 of Agricultural Medical Development (2007). Animal health supervision at the city and county level has the qualification of the main body of administrative law enforcement, and the staffing, budget funds and supervision tasks match.

(2) equipment conditions for animal health supervision and law enforcement. Combined with the clean-up work of office space in various places, the office space needs of animal health supervision agencies at all levels should be solved as a whole, and equipment and facilities such as rapid inspection, law enforcement case collection and training should be provided to meet the needs of the work. Official veterinarians shall be equipped with law enforcement mobile terminal equipment.

(3) Animal quarantine declaration point. Animal quarantine declaration points shall be set up in accordance with the principles of overall planning, rational layout and high efficiency and convenience for the people. in principle, there shall be no less than two declaration points in each township and one in each slaughterhouse (factory, site). The facilities and equipment of the declaration point, such as office space, electronic certificate, printer, fax machine, telephone, etc., meet the requirements of the Ministry of Agriculture "Animal Quarantine Declaration Point Construction Management Standard" (Agricultural Medical hair (2010) No. 43).

(4) Informatization of supervision. On the basis of animal quarantine electronic certificate management system, build the provincial animal health supervision information platform, complete relevant equipment and facilities, implant corresponding functional modules, and develop animal health supervision and law enforcement mobile terminal system; city and county animal health supervision institutions to build video surveillance platform, slaughterhouses (factories), record farms, isolation farms, harmless processing places should install video cameras and information connection equipment.

3. Harmless treatment of sick and dead animals. According to the situation of local livestock and poultry breeding, epidemic disease occurrence and livestock and poultry death, all cities and counties shall build at least one harmless treatment site, equipped with relevant facilities and equipment and closed transport vehicles, and at least one centralized collection point for sick and dead livestock and poultry in each township; in remote villages where harmless treatment sites are not radiated, harmless treatment cellars shall be built in natural villages. Encourage the construction of large-scale breeding farms to improve their own harmless treatment facilities and equipment, and support social capital investment in the construction of harmless treatment sites. We will promote the construction of a linkage mechanism between the harmless treatment of sick and dead livestock and poultry and the insurance of the breeding industry.

4. Veterinary drug regulation. We should strengthen the supervision of veterinary drugs, strictly standardize the quality management of the production and operation of veterinary drugs, and establish a traceability system for the production, management and use of veterinary drugs. Improve the ability of veterinary drug sampling and veterinary drug residue detection, and strengthen veterinary drug quality supervision and veterinary drug residue detection of animal products.

5. Management measures.

(1) Management requirements. Every month, record farms must log in to the electronic certificate management system of animal quarantine in Heilongjiang Province, accurately and truly fill in the basic information such as livestock and poultry storage column, immunization files, disinfection records, medication records, harmless treatment records, etc.; employ village-level epidemic prevention personnel to count the basic information such as livestock and poultry stock and immunity of bulk households in the uploading area; and gradually associate the reporting on the breeding information network with the electronic animal quarantine certificate.

(2) Management system. During and after the construction of an epidemic-free area, the import of susceptible animals and their products from non-epidemic areas shall be strictly controlled. if it is really necessary to import, in addition to the "Animal Quarantine qualification Certificate" issued by the animal health supervision agency in the place of export, quarantine shall also be declared to Heilongjiang Animal Health Supervision Institute and obtain the Animal Quarantine qualification Certificate. To implement the system of designated channels for animals and animal products, susceptible animals and their products imported from other places must enter our province through designated channels; to implement the system of animal isolation and quarantine, susceptible animals introduced must be quarantined in quarantine places designated by animal health supervision agencies.

(4) emergency management system.

1. Emergency supplies reserve. To formulate the reserve standards and lists of emergency materials at the provincial, municipal and county levels. Governments at or above the county level shall reserve and update emergency materials in a timely manner, and shall be equipped with emergency disposal vehicles and necessary communications and epidemic situation disposal equipment in line with the provisions, so as to meet the needs of emergency disposal of animal epidemic.

two。 Emergency management mechanism. We will strengthen the construction of emergency command organizations for animal outbreaks at the provincial, municipal and county levels to ensure the effective operation of the emergency command system. We will improve emergency plans for animal outbreaks, set up emergency reserve teams, and organize emergency training and drills on a regular basis. Make public the epidemic report and report telephone number, check the epidemic information in time, respond quickly and deal with it decisively.

3. Emergency culling subsidy mechanism. Establish an emergency culling positive and price subsidy mechanism for livestock and poultry in line with the market price. Key animal diseases shall be included in the insurance coverage of animal husbandry.

(5) Information management system for animal epidemic prevention.

1. Animal epidemic prevention information management platform. Build an information management platform for animal epidemic prevention in epidemic-free areas, improve the animal epidemic prevention database, be equipped with information collection and processing terminals (including mobile terminals), and establish a video conference and emergency command system to achieve network information management, such as breeding data, compulsory immunization, epidemic surveillance, animal health supervision, epidemic emergency disposal, veterinary team construction and so on. Strengthen the software development and the operation, maintenance and security management of the information platform.

two。 Trace management of animal epidemic prevention. Establish a unified and standardized management system in the province, standardize all kinds of work records and archives, set up special archives (cabinets), and file in accordance with the requirements of the Technical Standardization, carry out trace management and archival preservation of animal immunity, monitoring, quarantine, supervision, harmless treatment, veterinary drug residue control, emergency disposal and so on.

V. safeguard measures in epidemic-free areas

(1) organizational guarantee. The provincial government's leading group for accelerating the development of modern animal husbandry industry is responsible for coordinating the construction of epidemic-free areas in the province, and the daily work is undertaken by the Provincial Animal Husbandry and Veterinary Bureau. All relevant units should bear their own responsibilities, strengthen cooperation and work together to promote the implementation of the construction of epidemic-free areas. The provincial editorial office should further promote the streamlining of administration and decentralization, strengthen the localized responsibility of animal epidemic prevention, further optimize the allocation of institutional resources, improve the supervision and management system of animal epidemic prevention, promote comprehensive law enforcement, and improve the efficiency of supervision and law enforcement. The Legislative Affairs Office of the provincial government is responsible for examining and drafting the draft local legislation projects involving the contents of epidemic-free areas submitted by the drafting department in accordance with the relevant provisions. The Provincial Development and Reform Commission shall be responsible for the examination and approval of construction projects in epidemic-free areas in accordance with relevant regulations. The Provincial Industry and Information Commission is responsible for coordinating and promoting cross-industry and inter-departmental connectivity and the development, utilization and sharing of important information resources. The Provincial Public Security Department is responsible for strengthening the management of public security in epidemic areas and assisting in emergency handling of sudden epidemic situations. The Provincial Department of Finance is responsible for the financial guarantee for the construction of epidemic-free areas at the provincial level. The Provincial Department of Land and Resources is responsible for the protection and examination and approval of construction land in epidemic-free areas in accordance with the law. The Provincial Environmental Protection Department is responsible for the examination and approval of environmental assessment for construction projects in epidemic-free areas such as animal isolation sites and innocuous treatment sites for sick and dead animals. The Provincial Department of Transportation is responsible for assisting animal husbandry departments in setting up animal health supervision checkpoints, warning signs and signs on highways. The Provincial Forestry Department is responsible for the surveillance and epidemiological investigation of susceptible wildlife. The Provincial Health and Family Planning Commission is responsible for strengthening the prevention and control of zoonosis and timely notifying the progress of the epidemic situation and the prevention and control of zoonosis. The Provincial Bureau of Industry and Commerce is responsible for supervising and managing the industrial and commercial registration of enterprises in the animal husbandry industry, farmers' professional cooperatives, individual industrial and commercial households and livestock and poultry farmers' markets in accordance with the law. The Provincial Animal Husbandry and Veterinary Bureau is responsible for the formulation, organization and implementation of the provincial technical plan, guides the province to carry out immunization, surveillance, supervision and emergency work, and is responsible for the comprehensive coordination of the construction and evaluation of epidemic-free areas. Heilongjiang Inspection and Quarantine Bureau is responsible for epidemic prevention, quarantine and supervision of entry and exit animals and their products. The Provincial General Administration of Land Reclamation and the Provincial General Administration of Forest Industry are responsible for formulating the implementation plan for the construction of epidemic-free areas of the system and organizing its implementation.

(2) institutional guarantee. Strengthen the administrative management of animal husbandry and veterinary, animal health supervision and law enforcement, and the construction of technical service institutions for epidemic prevention, optimize the allocation of forces, improve the efficiency of management services, straighten out the relationship of responsibilities among government levels, and promote the downward shift of management focus. All localities should integrate prevention and control resources, strengthen policy support, establish a stable capital investment mechanism at the provincial, municipal, and county levels, and incorporate construction and operation funds into the fiscal budget at the corresponding level. The provincial level is responsible for provincial laboratories, regional laboratories, border animal epidemic situation monitoring and reporting stations, provincial vaccine storage and transportation equipment, provincial epidemic surveillance and purification, animal disease prevention and control information management platform, supervision and inspection stations, isolation sites, law enforcement supervision, provincial emergency reserve and other work operation and financial guarantee; raise matching subsidies for compulsory immunization vaccines Implement provincial transportation tools for animal disease surveillance, sampling and epidemiological investigation, and allocate funds for information collection and data processing equipment. The city and county level shall undertake the construction and operation funds for veterinary laboratories, epidemic disease monitoring and purification, vaccine storage and transportation equipment, supervision and inspection stations, law enforcement supervision, harmless treatment facilities and emergency reserves at the corresponding level; implement matching subsidy funds for highly pathogenic avian influenza vaccines; and be equipped with special vehicles for animal epidemic surveillance, sampling and epidemiological investigation at the same level. Adopt the way of government guidance and appropriate subsidy, fully mobilize the main body of market-oriented investment, attract multi-channel investment of social capital, and jointly build a harmless treatment system.

(4) Technical support. Technical experts on the evaluation of the construction of epidemic-free areas have been set up at the provincial, municipal and county levels to formulate implementation plans and technical routes for the construction of epidemic-free areas at the same level according to national standards. Give full play to the technical support role of relevant state departments, technical experts on construction and evaluation at all levels, and veterinary experts, and strengthen publicity, guidance and training in the construction of epidemic-free areas by means of expert lectures, special training, and compilation of teaching materials. We will strengthen the integration and integration of the resources of veterinary research institutions, institutions of higher learning and enterprises at all levels in the province, strengthen exchanges and cooperation among institutions and experts in veterinary, health and family planning, forestry and other fields, and build an interdisciplinary cooperation platform to provide intellectual support for the construction of epidemic-free areas.
