In order to strengthen the monitoring of the quality and safety of livestock and poultry products in the city and ensure the quality and safety of livestock and poultry products, this plan is specially formulated in accordance with the Law of the people's Republic of China on the quality and Safety of Agricultural products and the relevant regulations of the Ministry and Province.

I. overall requirements

In accordance with the principle of territorial management and the requirements of the Food and Drug Administration of the Ministry of Agriculture (Agricultural quality Fa (2014) No. 14), all districts and counties (cities) should earnestly do a good job in the daily and routine monitoring of livestock and poultry breeding and slaughtering links, achieve full coverage of breeding and slaughtering links, and full coverage of all livestock and poultry products, and effectively control the source supervision. When necessary, according to the needs of regulatory work, enter the wholesale and retail markets to carry out quality and safety risk assessment and risk monitoring of livestock and poultry products, and assess the quality and safety risks of livestock and poultry products as a whole.

II. Division of responsibilities

The Municipal Agricultural Committee is responsible for formulating the quality and safety monitoring plan of livestock and poultry products throughout the city, and organizing and implementing the quality and safety monitoring of livestock and poultry products of the whole city. The Municipal Livestock and Poultry Aquatic products testing Center cooperates with the sample collection, is responsible for the quantitative inspection of the quality and safety of livestock and poultry products, and confirms the suspicious samples submitted for inspection by various districts and counties (cities). The Municipal Institute of Animal Health Supervision is responsible for supervising and guiding the sampling and inspection of the quality and safety risk assessment and risk monitoring of livestock and poultry products in urban wholesale markets, farmers' markets, supermarkets and other circulation links. The administrative departments of agriculture (animal husbandry, veterinary and aquatic products) of each district and county (city) shall be responsible for formulating the quality and safety monitoring plan of livestock and poultry products in their respective areas, organizing and implementing the quality and safety monitoring of livestock and poultry products in their respective areas, and send the relevant samples to the municipal livestock, poultry and aquatic products testing center for testing as required.

III. Monitoring plan

In the whole year, 1500 batches of municipal livestock and poultry products were quantitatively monitored, including 500 batches of routine monitoring samples, 800 batches of daily monitoring samples and no less than 200 batches of special risk monitoring samples.

(I) routine monitoring

Monitoring objects: livestock and poultry farms (households), raw milk purchase stations, designated slaughterhouses (points).

Monitoring time: twice a year, in May and September, respectively.

Monitoring variety and quantity: a total of 940 batches of all kinds of livestock and poultry products were monitored in the whole year. Among them, 440 batches of pig / cow / sheep urine were qualitatively monitored and 500 batches were quantitatively monitored (see schedule 1 for details).

Monitoring projects:

Pig / cow / sheep urine: β-stimulants.

Pork: sulfonamides, fluoroquinolones, tetracyclines.

Pig liver: stimulants, olaquindox metabolites.

Beef / mutton: fluoroquinolones, stimulants, quinolinol metabolites.

Fresh milk: melamine, fluoroquinolones, penicillins.

Poultry meat: fluoroquinolones, quinolinol metabolites, dexamethasone, nitrofurans.

Eggs: fluoroquinolones, quinolinol metabolites, tetracyclines.

Honey: chloramphenicol, nitrofuran.

(2) routine monitoring

The daily monitoring shall be organized and implemented by each district, county (city) agriculture (animal husbandry and aquatic products department), and regularly send samples to the municipal livestock and poultry aquatic products testing center for quantitative testing, which shall be completed under the guidance and supervision of Changsha Animal Health Supervision Institute.

Monitoring objects: livestock and poultry farms (households) ("three products and one standard" enterprise must be inspected), fresh milk purchasing stations, designated slaughterhouses (sites), etc.

Monitoring time: the daily monitoring time shall be determined by each district county (city) bureau according to the needs of quality and safety monitoring work. In principle, quarantine declaration points of origin and designated slaughterhouses (sites) must be inspected for each batch. The samples sent to the Municipal Livestock and Poultry Aquatic products testing Center were sampled for four times in February, April, July and October respectively.

Monitoring variety and quantity: the total amount of all kinds of livestock and poultry products sent by each district county (city) bureau to the municipal livestock and poultry aquatic product testing center for quantitative monitoring is 800 batches (see schedule 2 for details).

Monitoring projects:

All samples were monitored for diethylstilbestrol and zearalanol.

Pig / beef / mutton: β-stimulants, sulfonamides, fluoroquinolones, tetracyclines.

Pig liver: β-stimulants, olaquindox metabolites.

Poultry meat: fluoroquinolones, quinolinol metabolites, dexamethasone, nitrofurans.

Eggs: fluoroquinolones, quinolinol metabolites.

(3) risk monitoring

The number of quantitative monitoring of special risk assessment for the whole year is not less than 200 batches. According to the needs of the supervision situation of the quality and safety of livestock and poultry products in the whole city, the Municipal Agricultural Committee has formulated a special monitoring and risk assessment plan for the quality and safety of livestock and poultry products, and comprehensively strengthened the livestock and poultry farms and designated slaughterhouses, as well as the risk assessment of circulation links such as livestock and poultry wholesale trading markets, farmers' markets and supermarkets. The Municipal Animal Health Supervision Institute supervises and guides the risk monitoring sample collection and qualitative testing work, and the Municipal Livestock and Poultry Aquatic products testing Center is responsible for quantitative testing, rechecking and confirmation of suspicious positive samples, and cooperating with the sampling work.

(4) qualitative monitoring of clenbuterol

Monitoring objects: livestock and poultry farms (households), designated slaughterhouses (sites), etc.

Monitoring time: for the whole year

Monitoring quantity: the city completed 163000 batches (including slaughterhouses) in the whole year, including 40, 000 batches in Liuyang and Ningxiang, 30, 000 batches each in Changsha County, Yuhua District, 8000 batches in Wangcheng District, 5000 batches in Tianxin District, Yuelu District and Kaifu District. Furong District and High-tech Zone set the number of sampling inspection according to the situation of pig rearing.

IV. Sampling requirements

1. Sampling objects: daily monitoring requires full coverage of all villages and towns, and routine monitoring of each district, county (city) and every key sampling inspection of 1-2 townships (towns), the townships (towns) of sampling inspection are not repeated in principle. Pig urine is collected from pig farms (households) and slaughterhouses, and the sampling quantity of each pig farm (household) shall not exceed 3 in principle. Pig liver and pork are extracted from standardized livestock and poultry breeding bases and slaughterhouses. Beef and mutton, poultry and eggs are extracted from standardized livestock and poultry breeding bases and slaughterhouses. Fresh milk is extracted from farmers and purchasing stations. Honey is extracted from farmers.

2. Sampling methods: the sampling of pork, pig liver and pig urine shall be carried out according to the regulations of NY/T 763.The sampling methods of pork, pig liver and pig urine are as follows. Sampling of other livestock and poultry products shall be carried out in accordance with NY/T 5344.

3. Sample number: the first phonetic alphabet of the first two Chinese characters in the name of the monitoring district (city) + year (the last two digits) + month (two digits) + serial number (three digits).

4. Form registration: pig urine can be screened quickly by test strip, and only "Changsha Porcine urine sampling Registration form" can be filled in. For suspected positive samples of pig urine and other livestock and poultry products, the sampling personnel shall carry out sampling, dividing, sealing, numbering and retention of samples in strict accordance with the sampling method, and the seal shall have a sampling date and be signed by two samplers and the inspector. The sampling personnel should carefully fill in the sampling form at the scene, and the sampling information should be complete, accurate, neatly written and clear. After confirmation by both parties, the sampling form shall be jointly signed (sealed), and the sample shall be submitted in triplicate, and one copy together with the second copy of the sampling form shall be submitted to the inspected unit for preservation, and the samplers shall inform the inspected unit of the sample preservation conditions and related matters, the other two copies and the first and third copies of the sampling form shall be submitted to the testing unit. Ensure the legality of the sampling procedure and the representativeness and authenticity of the sample.

V. matters needing attention

1. Without the consent of the Municipal Agricultural Committee, no unit or individual may quote and publish the monitoring results of the quality and safety of livestock and poultry products.

2. The Municipal Livestock and Poultry Aquatic products testing Center shall test and judge in strict accordance with the relevant standards and judgment basis (see schedule 3) to ensure that the test results are accurate and fair. The situation of unqualified samples should be reported to the Municipal Agricultural Committee in time and fed back to the agricultural (animal husbandry and aquatic products) departments of all districts and counties (cities).

3. After the agricultural or animal husbandry departments of all districts and counties (cities) receive feedback on the situation of unqualified samples, they shall quickly trace the source and investigate and deal with them, and report the investigation and handling situation to the quality and Safety Department of the Municipal Agricultural Commission in time.

4. "three products and one standard" culture base is the focus of daily monitoring.
