Quality and Safety Monitoring Scheme of Aquatic Products in Changsha City in 2017

In order to strengthen the monitoring of the quality and safety of aquatic products in the city and ensure the quality and safety of aquatic products, this plan is specially formulated in accordance with the Law of the people's Republic of China on the quality and Safety of Agricultural products and the relevant provisions of the Ministry and Province.

I. overall requirements

In accordance with the principle of territorial management and the requirements of the Food and Drug Administration of the Ministry of Agriculture (Agricultural quality Fa (2014) No. 14), all districts and counties (cities) should earnestly do a good job in routine monitoring and routine monitoring of aquaculture links, achieve full coverage of aquaculture links and varieties of aquatic products, effectively control the source supervision, and provide a correct basis for the docking of aquatic products production and marketing. When necessary, according to the needs of regulatory work, enter the wholesale and retail markets to carry out risk assessment and risk monitoring of the quality and safety of aquatic products, and evaluate the quality and safety of aquatic products as a whole.

II. Division of responsibilities

The Municipal Agricultural Committee is responsible for formulating the quality and safety monitoring plan of aquatic products of the whole city and organizing and implementing the quality and safety monitoring of aquatic products of the whole city. The municipal aquatic animal epidemic prevention and quarantine station is responsible for sample collection, and the municipal livestock and poultry aquatic products testing center is responsible for the quantitative inspection of the quality and safety of aquatic products, and confirms the suspicious samples submitted for inspection in various districts and counties (cities). The municipal aquatic animal epidemic prevention and quarantine station is responsible for supervising and guiding the sampling and inspection of the quality and safety risk assessment and risk monitoring of aquatic products in urban wholesale markets, farmers' markets, supermarkets and other circulation links. The departments of agriculture (animal husbandry and aquatic products) of each district and county (city) shall be responsible for formulating the quality and safety monitoring plan of aquatic products in their respective areas, organizing and implementing the daily monitoring of the quality and safety of aquatic products in their respective areas, and send the relevant samples to the municipal livestock, poultry and aquatic products testing center for testing as required.

III. Monitoring plan

In the whole year, there are 1800 batches of municipal aquatic products quality and safety monitoring, including 350 batches of routine monitoring samples (quantitative), 50 batches of special monitoring of aquatic seedlings (quantitative), and 300 batches of daily monitoring samples.

(I) routine monitoring

Monitoring objects: aquaculture farms (households), leisure fishery bases and so on.

Monitoring time: twice a year, in May and September, respectively.

Monitor variety and quantity: see schedule 1.

Monitoring items: malachite green, crystal purple, chloramphenicol, nitrofuran metabolites, sulfonamides, fluoroquinolones.

(2) routine monitoring

The daily monitoring is organized and implemented by the agricultural (animal husbandry and aquatic products) departments of each district, county (city), and the fishery department is responsible for guidance and supervision, and the suspected positive samples are sent to the municipal livestock, poultry and aquatic products testing center for quantitative testing.

Monitoring objects: aquaculture farms (households) ("three products and one standard" enterprise must check), leisure fishery base (ministry, provincial leisure base or point must check), aquatic seedling breeding farm.

Monitoring time: it is distributed according to the total quantity every month throughout the year.

Variety and quantity monitored: the total amount of aquatic products monitored daily by each district, county (city) is 350 batches (see schedule 2 for details).

Monitoring items: malachite green, crystal violet, chloramphenicol, nitrofuran metabolites, sulfonamides, fluoroquinolones, quinolones, fluoroquinolones, methyl testosterone, diethylstilbestrol.

(3) Special monitoring of aquatic seedlings

50 batches of special monitoring of aquatic seedlings.

Monitoring object: all aquatic seedling farms that have been certified

Monitoring time: April-May

Monitoring variety and quantity: specific deployment in the special regulation plan

Monitoring items: malachite green, crystal purple, chloramphenicol, nitrofuran metabolites, fluoroquinolones, quinolones, fluoroquinolones.

(IV) risk monitoring

The number of qualitative monitoring of special risk assessment for the whole year is not less than 1100 batches. We will comprehensively strengthen the risk assessment of aquatic product farms, as well as aquatic product wholesale markets, farmers' markets, supermarkets and other circulation links. The municipal aquatic animal epidemic prevention and quarantine station supervises and guides all districts and counties (cities) to do a good job in sample collection and qualitative testing, and the municipal livestock and poultry aquatic products testing center is responsible for quantitative testing, rechecking and confirmation of suspicious positive samples, and cooperating with sampling work.

(5) qualitative monitoring

Monitoring objects: aquaculture farms (households), three products and one standard certification enterprises, leisure fishery bases and so on.

Monitoring time and variety: monitoring is carried out throughout the year, and each district, county (city) of the variety can be determined by itself according to the specific situation.

Monitoring quantity: the city completed 10, 000 batches in the whole year, including 2500 batches in Liuyang and Ningxiang county, 3600 batches in Wangcheng district, 400 batches in Changsha county, 500 batches in Yuelu district, 300 batches in Kaifu district, 130 batches in Tianxin district, 10 batches in Furong district, 30 batches in Yuhua zone and 30 batches in high-tech zone

Monitoring items: malachite green, chloramphenicol, nitrofuran metabolites, quinolinol metabolites, methyl testosterone, diethylstilbestrol.

IV. Testing requirements

1 quantitative testing shall be carried out by the Municipal Livestock and Poultry Aquatic products testing Center, and the Municipal Animal Disease Prevention and Control Center shall test and determine in strict accordance with the relevant standards and judgment basis to ensure that the test results are accurate and fair.

2. The Municipal Livestock and Poultry Aquatic products testing Center shall promptly submit the unqualified samples to the corresponding regulatory departments.

V. related matters

1. No unit or individual may quote and publish the monitoring results without the consent of our committee.

2. After receiving feedback on the situation of unqualified samples, the regulatory departments shall quickly trace the source and investigate and deal with them, and submit the investigation and handling situation to the quality and safety supervision office of the Commission in time.
