Quality and Safety Monitoring Scheme for Veterinary Drugs and Pesticides in Changsha City in 2017

I. Monitoring locations: Urban area of Changsha City, Changsha County, Liuyang City, Ningxiang County and Wangcheng District. II. Monitoring time

This implementation plan is formulated in order to strengthen the quality management of veterinary drugs and pesticides, strengthen the anti-counterfeiting efforts of veterinary drugs and pesticides, and ensure the quality and safety of agricultural products from the source.

I. Monitoring location

Changsha City, Changsha County, Liuyang City, Ningxiang County, Wangcheng District.

Second, monitoring time

Daily monitoring is carried out throughout the year, routine monitoring is carried out once a quarter, and surprise special monitoring is temporarily decided.

III. Monitoring object

Veterinary drug and pesticide production enterprises, operating enterprises, large-scale livestock and poultry farms and agricultural production bases.

IV. Task assignment

1. The Municipal Animal Health Supervision Institute and the plant protection and plant inspection workstation undertake the sampling tasks of 15 batches and 10 batches of veterinary drugs and pesticides in urban areas respectively.

2. The relevant districts and counties (cities) shall undertake the sampling tasks of 35 batches and 40 batches of veterinary drugs, pesticide production, management and use respectively (see attached table).

V. Job requirements

1. All districts, counties (cities) should conscientiously organize sampling, supervise and inspect the sampled units, and find that violations should be seriously investigated and dealt with in accordance with the regulations on the Administration of Veterinary drugs, the regulations on the Administration of pesticides and the provisions on procedures for Agricultural Administrative penalties.

2. Carefully do a good job in sample inventory and collection of all kinds of information, including purchase method, supply unit, personnel and contact number, purchase time, purchase quantity, etc.

3. Sampling requirements:

① veterinary drug

Monitoring and random inspection: products of new veterinary drug manufacturers within their jurisdiction or newly added dosage forms this year; products of veterinary drug manufacturers that have not been sampled since 2016.

Follow-up sampling: products listed in veterinary drug supervision and sampling inspection since 2016 and products of enterprises that have received veterinary drug GMP flight inspection: (1) florfenicol powder; (2) quinolone drugs (ofloxacin, pefloxacin mesylate, ciprofloxacin hydrochloride, etc.) injection, oral liquid, powder, soluble powder; (3) lincomycin hydrochloride injection; (4) amoxicillin soluble powder (5) penicillin sodium / potassium for injection, (6) gentamicin sulfate injection, (7) astragalus polysaccharide injection, etc.

Directional sampling: the unqualified enterprise products have been listed as unqualified by the Ministry of Agriculture twice since 2016.

Identification sampling: (1) products suspected of changing the prescription: fluoroquinolone chemical preparation, tilmicosin preparation, lincomycin hydrochloride preparation, tylosin premix, etc.; (2) suspected of adding prohibited drug products: florfenicol powder; (3) Chinese veterinary medicine added chemical drug products: astragalus polysaccharide injection, fat pig powder, Jianwei powder, Yinqiao powder and so on.

② pesticide spot check: random sampling is the main method. Random sampling of pesticide products in the city's pesticide market, focusing on the main pesticide products used in agricultural production, especially pesticides containing avermectin, chlorpyrifos, cyhalothrin, acetamiprid, cypermethrin, methamido abamectin benzoate, imidacloprid, fungicides containing carbendazim, chlorothalonil and methyl thiophanate Herbicide products containing atrazine, nicosulfuron, Acetochlor, methanesulfonone and Metolachlor.

Pesticide monitoring: the test shall be sent to the provincial pesticide monitoring institute and the municipal agricultural product testing center for testing respectively.
