This implementation plan is formulated in order to strengthen the supervision and management of feed quality and safety and ensure the quality of feed and the safety of animal products.

I. quality and safety monitoring of feed products

(1) Monitoring objects

Feed production, management and users.

(2) to monitor the type and quantity of products

1. Formula feed and concentrated feed: the total sampling volume is 77 batches, including pig, poultry, aquatic compound feed and pig and poultry concentrated feed.

2. Additive premixed feed: the total sampling quantity is 44 batches.

1. Formula feed and concentrated feed

Crude protein, aflatoxin B1, Salmonella, quinolinol.

2. Additive premixed feed

Copper, zinc, lead, arsenic.

(IV) sampling requirements

1. Samples were collected according to the requirements of "Feed sampling" (GB/T 14699, 1Mel 2005).

2. compound feed and concentrated feed are required to be sampled in the process of production and management. Other feed additives, additive premixed feed and feed raw materials are sampled in three aspects: production, operation and use.

3. All samplers should pay attention to the shelf life of the samples taken, and the products exceeding the shelf life within the inspection and objection period shall not be sampled.

4. the complete feed label of the product must be taken from the sampling. if the product extracted by the production enterprise implements the enterprise standard, the current effective standard of the product should be requested at the same time.

II. Special Monitoring of Feed Safety

(1) Monitoring of illegal additives in culture

2. The type and quantity of products monitored

Pig, poultry, aquatic products, beef cattle (sheep) formula feed (including concentrate supplement, self-ingredient), a total of 24 batches.

3. Monitoring project

All feeds were monitored for diethylstilbestrol and zearalanol.

Feed for fattening pigs and beef cattle (sheep): clenbuterol hydrochloride, ractopamine, salbutamol and olaquindox are required items. Terbutaline sulfate, bambuterol, Mabutero, zipatero, chlorprenaline and so on are selected items.

Poultry feed: furazolidone, furacilin, chloramphenicol.

Aquatic feed: chloramphenicol, quinolinol, furazolidone, furacilin, diethylstilbestrol.

4. Sampling requirements

Follow Feed sampling (GB/T 14699, 1-2005). The sample of feed in the trough should be cryopreserved in time after sampling and dried before detection (60 ℃, 8 hours).

(2) Special monitoring of melamine in protein feed raw materials

1. Monitoring object

Production, management and users of protein feed.

2. The type and quantity of products monitored

The protein feed raw materials in the raw material bank of protein feed and feed production enterprises, the total sampling quantity is 5 batches.

3. Monitoring project

Melamine.

4. Sampling requirements

Follow Feed sampling (GB/T 14699, 1-2005). The sample of feed in the trough should be cryopreserved in time after sampling and dried before detection (60 ℃, 8 hours).

III. Task assignment for monitoring sampling

Each district, county (city) monitors the type and quantity of sampled products (attached).

IV. Monitoring work schedule

Led by the Feed Management Office of the Municipal Committee of Agriculture, the Municipal Livestock and Poultry Aquatic products testing Center and the agricultural (animal husbandry and aquatic products) departments of various districts and counties (cities) shall carry out sampling work, and all localities should formulate specific sampling implementation plans according to the sampling plan of the Municipal Committee of Agriculture, and each feed production enterprise should have at least one batch sample. The specific time of the feed sampling work of the Municipal Committee of Agriculture will be notified separately.

V. disposal and reporting of monitoring results

1. The Municipal Livestock and Poultry Aquatic products testing Center is responsible for sample testing, summary and analysis of the results, and timely report to the Feed Management Office of the Municipal Committee of Agriculture. If the test results are not up to standard, the test report shall be submitted to the Feed Administration Office of the Municipal Committee of Agriculture and the spot check within 24 hours after confirmation, and the department of agriculture (animal husbandry and aquatic products) in the spot check shall promptly notify the person subject to the spot check in writing. If no objection is raised within the time limit, it shall be regarded as approval of the test results.

2. If the person under random inspection has any objection to the test results, he may, within 15 days from the date of receiving the test results, apply in writing to the Municipal Commission of Agriculture or the Hunan Provincial Bureau of Animal Husbandry and Fisheries for reinspection. After completing the dissent detection and processing, the Municipal Livestock and Poultry Aquatic products testing Center shall promptly report the monitoring situation to the feed farmers' commission management office of the city.

3. No unit or individual may quote and publish the monitoring results without the consent of the Municipal Committee of Agriculture.

4. After receiving the "inspection report" of unqualified samples, the agricultural (animal husbandry and aquatic products) departments of all districts and counties (cities) shall immediately organize investigation and handling, and promptly report the investigation and handling situation to the quality and Safety Department of the Municipal Commission of Agriculture and the Feed Management Department.
