Monitoring Program of "Clenbuterol" in breeding links in Changsha City in 2017

In order to further promote the special rectification of "clenbuterol", severely crack down on the illegal use of illegal additives such as "clenbuterol" in live livestock breeding, and ensure the quality and safety of animal products, the Municipal Committee of Agriculture will organize and carry out special monitoring of "clenbuterol" in the breeding link.

I. implementation of monitoring units

The administrative departments of agriculture (animal husbandry and veterinary aquatic products) in Changsha County, Wangcheng District, Liuyang City and Ningxiang County are responsible for sampling and on-site testing, and the Municipal Livestock and Poultry Aquatic products testing Center is responsible for the detection and confirmation of suspected positive samples.

II. Monitoring areas

Changsha County, Wangcheng District, Liuyang City, Ningxiang County and other 4 districts (cities).

III. Monitoring time

The relevant districts and counties (cities) shall organize secondary monitoring in the whole year and once in the first half of the year, and submit the sampling results, summary and analysis reports to the quality and Safety Department of the Municipal Committee of Agriculture in paper and electronic documents before May 20; the relevant districts and counties (cities) will organize a monitoring in the second half of the year, and submit the sampling results, summary and analysis report to the quality and Safety Department of the Municipal Committee of Agriculture in paper and electronic documents before October 20.

IV. Monitoring quantity

3000 batches were monitored in the whole year. The number of spot checks in each district, county (city) is shown in Table 1.

V. Monitoring object

Focus on pig farms with an annual output of 50-500 heads, beef cattle farms with an annual output of 10-100 heads, and mutton sheep farms with an annual output of 20-200 heads. According to the actual situation, appropriate consideration should be given to farms (households) of different sizes.

VI. Monitoring samples

Urine of pigs, beef cattle and mutton sheep in the later fattening period.

VIII. Basis for sampling inspection

1. Sampling and on-site testing requirements

The sampling of ⑴ pig urine was carried out according to the sampling method of Pork, Pig liver and Pig urine (NY/T763-2004), and the sampling of cattle urine and sheep urine was carried out with reference. When samplers enter the farm (household) for sampling, they shall be strictly disinfected in accordance with the relevant provisions on animal epidemic prevention.

2-3 urine samples were taken from each farm (household) in ⑵.

⑶ sample number: according to the principle of "district and county (city) name pinyin first letter (two digits) + year (two digits) + month (two digits) + serial number (three digits)", one sample number.

⑷ uses clenbuterol, ractopamine and salbutamol rapid detection cards for detection, and carefully fill in the "farm (household)" clenbuterol "special monitoring registration form" (see Table 2), which is confirmed by the signature of the sampling personnel (two) and the owner of the farm (household).

The suspected positive urine samples of ⑸ shall be sampled, sealed and retained in accordance with the sampling method of Pork, Pig liver and Pig urine (NY/T763-2004), and carefully fill in the Registration form for the Special Monitoring of Clenbuterol in Farm (Household) (see Table 2) and the sampling form. The sampling sheet and seal should be stamped with the official seal of the sampling unit, fill in the sampling date, and be signed by 2 samplers and the owner of the farm (household) to be inspected. The samples are in triplicate, one of which is left to the farm (household), and the preservation conditions and time are informed. Two copies are preserved by the samplers at a low temperature of 4 ℃ and sent to the municipal livestock and poultry aquatic products testing center, one for confirmation testing and the other for backup and retention. The amount of urine samples taken should be enough to meet the needs of testing, at least 30ml per serving.

2. Detection method

According to the "Detection of β-agonist residues in Pig liver and Pig urine by Gas Chromatography-Mass Spectrometry" (Ministry of Agriculture notice No. 1031-3-2008), and "11 β-agonists in animal urine. Liquid chromatography-tandem mass spectrometry" (Ministry of Agriculture notice No. 1063-3-2008).

2. Judging principle

Take the quantitative limit of the confirmatory testing method as the judgment value, if it exceeds the quantitative limit, it will be judged to be unqualified, and if an index is unqualified, the sample will be judged to be unqualified.

The summary and analysis report of the sampling results should include the following contents:

1. General situation of sampling work

2. the basic situation of sampling inspection, including the number of samples, sampling items, spot, sampling farm (household) scale, etc.

3. Basic situation of local animal husbandry

4. Analysis of sampling results

5. Problems and suggestions encountered in sampling work.

11. Result disposal and application

1. For the farms (households) that quickly screen out suspected positive samples on the spot, the agricultural (animal husbandry and aquatic products) departments of each district, county (city) should immediately take temporary control measures on the animals they raise, and forbid to sell them until the confirming results are available.

2. The agricultural (animal husbandry and aquatic products) departments of all districts and counties (cities) should immediately transfer the case to the public security organ for investigation and punishment for the breeding farms (households) whose tests are confirmed to be positive for "clenbuterol".
