Implementation Plan of demonstration and Establishment of healthy Aquaculture in Inner Mongolia Autonomous region in 2017

In order to promote healthy aquaculture and promote the reform of fishery supply side, this scheme is formulated in accordance with the spirit of Notice of Ministry of Agriculture on Launching 2017 National Healthy Aquaculture Demonstration Establishment Activities (NYF [2017] No.18).

I. Work objectives

Actively establish aquaculture healthy breeding demonstration farms of the Ministry of Agriculture and national fishery healthy breeding demonstration counties, and accelerate the improvement of quality, efficiency and green development of aquaculture through the establishment of activities. Re-examine the aquatic health breeding demonstration farms expired in 2017 (Wuyuan County Hengyuan Agriculture and Animal Husbandry Development Co., Ltd., Zhenglan Flag Jinshi Seedling Co., Ltd., Tongliao City Breeding Fish Species Experimental Site, Zhungeer Banner Juhetan Huinong Fishery Cooperative, Baotou City River Carp Seed Farm, Bayannur City Linhe District Fishery Association, Keyouzhong Banner Hangali Reservoir Project Management Office, Inner Mongolia China Academy of Agricultural Mechanization Hailar Experimental Station).

II. Focus of work

First, standardize management and improve breeding management level. Establish and improve the management system related to aquaculture production according to law, refine the management of aquaculture facilities and equipment, production records of aquatic products, use records and safe use of inputs, disease prevention and control, aquaculture wastewater treatment, quality and safety self-inspection of aquatic products, etc., clarify specific operation procedures, and accelerate the standardization process of aquaculture.

The second is to strengthen infrastructure construction and improve the ability to guarantee healthy breeding. Strengthen standardization and large-scale transformation of aquaculture ponds, improve facilities and equipment such as circulating water, water purification and wastewater resource treatment (ecological utilization), optimize plant environment; equip water quality monitoring, disease prevention and control, quality inspection equipment, and promote Internet of Things technology and relevant facilities and equipment construction.

Third, promote green development and improve the quality and efficiency of aquatic products. Closely focus on the main line of promoting the structural reform of fishery supply side, take green development as the guidance, promote ecological aquaculture, reduce drug use, increase the supply of green and high-quality aquatic products, strengthen brand effect, and continuously improve the quality and benefit of aquaculture.

III. ORGANIZATION OF WORK

(i) Declaration of work

In accordance with the Notice of the Ministry of Agriculture on the Establishment of Healthy Aquaculture Demonstration Counties of the Ministry of Agriculture (NYF [2013] No.32), actively organize qualified counties (districts) to declare healthy aquaculture demonstration counties of the Ministry of Agriculture (materials organized according to the requirements of NYF [2013] No.32). Organize the units that plan to establish aquaculture health demonstration farms of the Ministry of Agriculture to submit the establishment materials, organize the units under review to submit the application materials for re-examination, and submit the relevant materials to the Agriculture and Animal Husbandry Department of the Autonomous Region in the form of documents before May 20.

(2) Creation and acceptance work

6-10 In January, the organization of the establishment (review) units to independently carry out the transformation of production conditions, equipment upgrading, improvement of various management systems, technical demonstration and training and other establishment work. The Department of Agriculture and Animal Husbandry shall conduct acceptance (re-examination) according to the Standard of Scoring Form of Aquatic Health Breeding Demonstration Farm of Ministry of Agriculture (2017 Edition), and the results shall be publicized on the Agriculture and Animal Husbandry Information Network of Inner Mongolia Autonomous Region.

(iii) Summary of work

11-12 Month, will publish no objection after the acceptance (review) results reported to the Ministry of Agriculture Fisheries Bureau, the creation of a summary of the work.

IV. Work requirements

(1) Strengthen organizational leadership. The competent fishery departments of all leagues and cities shall earnestly strengthen the leadership over the demonstration establishment work, promote the innovation of system and mechanism, timely solve the difficulties and problems existing in the demonstration establishment work, ensure the smooth progress of the demonstration establishment work, and promote the breakthrough progress in the structural reform of aquaculture supply side.

(2) Do a good job in the implementation of tasks. The creation work should be carried out layer by layer, and the responsibility should be assigned to each person. Acceptance (review) work should be on-the-spot assessment, item by item evaluation, strict control, rather less than excessive, and responsible for the acceptance (review) results. Implement dynamic management of demonstration sites and demonstration counties. If demonstration sites (demonstration counties) are found to violate laws and regulations and no longer meet the demonstration conditions, they shall be reported level by level in time, their titles shall be cancelled, and their illegal acts shall be investigated and dealt with according to law.

(3) Increase policy support. Each league city should give priority to the establishment of aquaculture demonstration units for relevant project funds. It is necessary to earnestly implement the Implementation Opinions of the People's Government of Inner Mongolia Autonomous Region on Accelerating the Development of Modern Fisheries (No.72 [2014] of the Ministry of Internal Affairs), and actively strive for local funds to support the establishment of healthy aquaculture demonstration.

(4) Create an atmosphere. All leagues and cities shall make comprehensive use of radio, television, Internet, mobile phone text messages, WeChat, newspapers, slogans and other means to vigorously publicize the demonstration activities of healthy aquaculture, so as to make all sectors of society, especially the majority of farm households, aware of the importance of demonstration activities, and expand the popularity and brand effect of healthy aquaculture products. We should vigorously publicize the experience, typical models, technical achievements and work results created by demonstration, give full play to the role of demonstration and drive, provide new impetus for accelerating the pace of fishery transformation and restructuring, and add new highlights to the development of modern aquaculture.

(5) Timely reporting of information. All leagues and cities are requested to report the summary of demonstration work in the first half of the year to the Agriculture and Animal Husbandry Department before May 25; starting from June, report the progress of quantitative indicators in the previous month before the end of each month.
