Agricultural experts: "13th Five-Year Plan" migrant workers urgently need orderly urbanization
The Fifth Plenary session of the 18th CPC Central Committee is making great efforts to discuss and formulate the 13th five-year Plan. In the previous official People's Daily WeChat release of the 13th five-year Plan, speeding up the pace of agricultural modernization has become one of the important tasks. During the 13th five-year Plan period, efforts should be made to balance urban and rural development and promote the orderly citizenization of migrant workers. Beijing agricultural experts told Ta Kung Pao that the other side of the citizenization of migrant workers is urbanization, which on the one hand helps to improve the living standards of farmers and brings more space for rural development, on the other hand, it can also promote the development of urban economy.
Hong Kong's Ta Kung Pao reported that during the Eleventh five-year Plan and Twelfth five-year Plan period, China's agricultural production continued to reap bumper harvests and farmers' income continued to grow rapidly. The 13th five-year Plan period is the last sprint for building a moderately prosperous society in an all-round way, and it is also the key five years for speeding up agricultural modernization and realizing the synchronization of the four modernizations.
Li Guoxiang, a researcher at the Institute of Rural Development of the Chinese Academy of Social Sciences, said: the implementation of strategies such as "Belt and Road Initiative" will not only help Chinese agricultural enterprises to go out, but also help domestic enterprises to make full use of two kinds of resources in both domestic and foreign markets. The impact of "Internet +" on agricultural trade is more obvious, because the docking of production and marketing through e-commerce can greatly reduce the intermediate links of circulation, which is conducive to the development of agricultural trade.
The development direction of the 13th five-year Plan is to promote agricultural modernization, change the mode of agricultural development, further consolidate the basic position of agriculture, and provide strong basic support and guarantee for economic and social development. Specifically, efforts should be made to balance urban and rural development and promote the orderly citizenization of migrant workers.
Li Guoxiang said that the popular term for the citizenization of migrant workers is that migrant workers go to the city, so the other side of it is urbanization. China has a large agricultural population, and the citizenization of migrant workers, on the one hand, helps to improve their living standards and bring more space for rural development, on the other hand, it can also promote the development of urban economy.
The self-sufficiency rate of grain is more than 95%.
For a long time, because China's grain imports are increasing year by year, there are always worries about China's food security. In this regard, Minister of Agriculture Han Changfu said: during the 13th five-year Plan period, China's population will continue to increase, urbanization will advance rapidly, and the consumption structure will be further upgraded, leading to the continued rigid growth of grain demand. ensuring the security of food supply is still the primary task of agricultural and rural development. Han Changfu said: according to the current relationship between supply and demand, we will not pursue continuous growth during the 13th five-year Plan, but we should maintain the overall stability of grain production and, in particular, consolidate and enhance grain production capacity to ensure that the Chinese people's rice bowls are firmly in their own hands. and mainly loaded with Chinese grain. Therefore, during the 13th five-year Plan, the self-sufficiency rate of grain was maintained at more than 95%, and the self-sufficiency capacity of rice and other rations reached 100%.
