During the 13th five-year Plan period, efforts should be made to balance urban and rural development and promote the orderly citizenization of migrant workers. Beijing agricultural experts told Ta Kung Pao that the other side of the citizenization of migrant workers is urbanization, which on the one hand helps to improve the living standards of farmers and brings more space for rural development, on the other hand, it can also promote the development of urban economy.

The development direction of the 13th five-year Plan is to promote agricultural modernization, change the mode of agricultural development, further consolidate the basic position of agriculture, and provide strong basic support and guarantee for economic and social development.
