Food security is an important foundation for economic development, social stability and national security. With the increasing constraints of resources and environment, the rigid growth of grain demand in a certain period of time and the tight balance of grain supply and demand for a long time, establishing and perfecting the provincial governor responsibility system of food security is the inevitable choice to maintain national food security. After the State Council's opinions on establishing and perfecting the Provincial Governor responsibility system for Grain Security has been issued and implemented, the important task at present and for some time to come is to establish and gradually improve the assessment mechanism. implement the main responsibility undertaken by the people's governments of various provinces (autonomous regions and municipalities) for comprehensively strengthening the capacity building of grain production, reserves and circulation in their respective regions.

The "examination measures" clearly defined the purpose, object, organization, steps and principles of the examination of the provincial governor's responsibility system for food security, and made clear provisions on supervision and inspection, assessment contents, scoring methods, implementation steps, application of results, work requirements and other specific matters. The State Council examines the implementation of the responsibility system for provincial governors for food security in the people's governments of various provinces (autonomous regions and municipalities). The main contents of the assessment are as follows: first, to ensure that the area of cultivated land is basically stable, that the quality does not decline, and that grain production develops steadily, and that the sustainable production capacity of grain continues to increase. The second is to protect the enthusiasm of growing grain, reasonably increase the financial investment in supporting grain production and circulation, improve the comparative income of growing grain, implement the grain purchase policy, and avoid the difficulty of selling grain now. Third, implement local grain reserves, enhance grain storage capacity, strengthen supervision and management, and ensure the true quantity, quality and safety of local grain reserves. Fourth, improve the grain regulation and supervision system, ensure that the grain market supply and prices are basically stable, do not run out of stock, maintain the grain market order, improve the grain emergency security system, deal with emergencies in a timely manner, and ensure grain emergency supply. Fifth, we should strengthen the prevention and control of cultivated land pollution, improve the ability to inspect and monitor grain quality and safety and the ability to dispose of grain that exceeds the standard, and prohibit grain that does not meet food safety standards from entering the food rations market. Sixth, in accordance with the requirements of ensuring food security, implement the duties and tasks of agriculture, grain and other relevant administrative departments to ensure the implementation of responsibilities and personnel.

The "examination measures" make it clear that the assessment work of the provincial governor responsibility system for food security should adhere to the combination of unified coordination with division of labor and responsibility, comprehensive supervision with key assessment, and quantitative evaluation with qualitative evaluation. The Development and Reform Commission, the Ministry of Agriculture, and the Grain Bureau, together with relevant departments and units, form an assessment working group, which is not only responsible for the division of labor, but also closely cooperates, and jointly organizes and implements the assessment work. After the assessment results have been examined and approved by the State Council, the assessment working group shall inform the people's governments of all provinces (autonomous regions and municipalities). If the failure to perform duties or major mistakes in work has caused serious impact, the relevant responsible persons shall be investigated in accordance with the law.

The "examination measures" require that the people's governments of all provinces (autonomous regions and municipalities) should, in accordance with these measures and in the light of their respective actual conditions, formulate assessment methods for implementing the responsibility system for provincial governors of food security in their respective regions before December 31, 2015. to ensure that the responsibility for food security is implemented.

Measures for the examination of the responsibility system of provincial governors for food security

Article 1 in order to thoroughly implement the national food security strategy under the new situation, these measures are formulated in accordance with the relevant provisions such as the State Council's opinions on establishing and perfecting the Provincial Governor responsibility system for Food Security (Guofa (2014) No. 69) and other relevant provisions.

Article 2 the State Council shall conduct an annual assessment on the implementation of the responsibility system for provincial governors of food security under the people's governments of various provinces (autonomous regions and municipalities). The assessment working group shall be composed of departments and units such as the Development and Reform Commission, the Ministry of Agriculture, the Grain Bureau, the Ministry of Finance, the Ministry of Land and Resources, the Ministry of Environmental Protection, the Ministry of Water Resources, the General Administration of Industry and Commerce, the General Administration of quality Supervision and Quarantine, the General Administration of Food and Drug Administration, the Bureau of Statistics, the Agricultural Development Bank and other departments and units. The office of the assessment working group is located in the Grain Bureau and undertakes the daily work of the assessment.

Article 3 the assessment work shall adhere to the principles of combining unified coordination with division of labor and responsibility, comprehensive supervision with key assessment, and quantitative evaluation with qualitative evaluation.

Article 4 the relevant departments of the State Council shall, in accordance with the division of duties and in combination with their daily work, supervise and inspect the implementation of the responsibility system for provincial governors of food security in the people's governments of provinces (autonomous regions and municipalities). As an important part of the annual assessment, the inspection results are included in the assessment scoring system.

Article 5 the assessment contents include the following six aspects: enhancing the sustainable production capacity of grain, protecting the enthusiasm of growing grain, strengthening the local grain reserve capacity, ensuring the supply of grain market, ensuring grain quality and safety, and implementing safeguard measures, which shall be specifically implemented by the lead departments. Article 6 A scoring system shall be adopted in the assessment, with a full score of 100. The assessment results are divided into four grades: excellent, good, qualified and unqualified. The assessment score of more than 90 points is excellent, more than 75 points and less than 90 points are good, more than 60 points and less than 75 points are qualified, and less than 60 points are unqualified. Article 7 each leading department shall, in conjunction with the departments and units, formulate a detailed assessment plan in combination with the annual key tasks, which shall be issued before March 31 of each year after examination and summary by the assessment working group.

Article 8 the following steps shall be taken in the assessment:

(1) self-examination score. In accordance with these measures and detailed assessment plans, the people's governments of all provinces (autonomous regions and municipalities) shall make a comprehensive summary and self-evaluation of the implementation of the provincial governor's responsibility system for food security in the previous year, and form a written report, which shall be submitted to the Development and Reform Commission, the Ministry of Agriculture and the Grain Bureau before April 30 of each year, and copied to other member units of the assessment working group.

(2) departmental review. In accordance with the detailed assessment plan and in combination with the daily supervision and inspection, the leading departments shall, together with the departments and units, assess and review the implementation of the provincial governor's responsibility system and the relevant contents of the self-assessment report of the people's governments of each province (autonomous region and municipality) in the previous year, and form written comments to be sent to the office of the assessment working group.

(3) to organize spot checks. According to the self-evaluation reports of the people's governments of various provinces (autonomous regions and municipalities) and the written opinions of the leading departments, the assessment working group shall determine the provinces of random inspection and form a joint random inspection team to conduct on-the-spot assessment of the provinces (autonomous regions and municipalities) that have been sampled and form a random examination report.

(4) Comprehensive evaluation. The office of the assessment working group shall summarize the evaluation and random inspection of the relevant departments, submit it to the assessment working group for comprehensive evaluation, determine the assessment grade, and submit it to the State Council for examination and approval before June 30 of each year.

Article 9 after the assessment results have been examined and approved by the State Council, the assessment working group shall inform the people's governments of all provinces (autonomous regions and municipalities). It shall be submitted to the central department in charge of cadres as an important reference for the comprehensive assessment and evaluation of the principal responsible persons and leading bodies of the people's governments of all provinces (autonomous regions and municipalities).

The people's governments of provinces (autonomous regions and municipalities) whose assessment results are excellent shall be praised, and the relevant departments shall give priority to the arrangement of funds for relevant projects and special grain support policies. The people's governments of provinces (autonomous regions and municipalities) whose assessment results are unqualified shall, within one month after the notification of the assessment results, make a written report to the State Council, proposing corrective measures and time limit, and at the same time send copies to the member units of the assessment working group. If rectification and reform is not in place within the time limit, the Development and Reform Commission, the Ministry of Agriculture and the Grain Bureau shall interview the relevant responsible persons of the people's governments of the provinces (autonomous regions and municipalities), and when necessary, the leading comrades of the State Council shall interview the principal responsible persons of the people's governments of the provinces (autonomous regions and municipalities). For those who cause serious impact on the grain market and social stability due to failure to perform their duties and major work mistakes, the annual assessment shall be unqualified, and the relevant responsible persons shall be investigated in accordance with the law.

Article 10 the assessment work shall be fair and impartial and seek truth from facts. Those who practice fraud or conceal false reports in the assessment work shall be notified and criticized, and the relevant responsible persons shall be investigated in accordance with the law.

The people's governments of all provinces (autonomous regions and municipalities) shall, in accordance with these measures and in the light of their respective actual conditions, formulate assessment measures for the implementation of the responsibility system for provincial governors of food security in their respective regions, and submit them to the Development and Reform Commission, the Ministry of Agriculture and the Grain Bureau for the record before December 31, 2015.

Article 11 these measures shall be interpreted by the Development and Reform Commission, the Ministry of Agriculture and the Grain Bureau, and shall enter into force as of the date of issuance.
