Dog owners with 12 points deducted will be temporarily confiscated, go to the designated place to study the relevant dog laws and regulations, and can only get their dogs back after passing the examination.

Since the implementation of the points system, a total of 1430 dog owners have been punished, of which 12 points have been deducted to take part in studies and examinations.

2. Xining: 40 kinds of strong dogs, dogs over 61 centimeters tall are prohibited.

Property service enterprises should take measures to strengthen the publicity and guidance of civilized dog breeding and stop illegal dog raising in time.

It is also proposed to add an article as Article 70 to stipulate the corresponding legal liability: those who violate the provisions of the regulations will be punished by confiscation of dogs and fines; those who have received more than two administrative punishments for breaching these regulations shall be included in the list of serious discredits.

It is reported that these proposals will be approved to the standing Committee of the Wuhan Municipal people's Congress, which will make corresponding amendments before promulgating and implementing them.

6. Harbin: 39 kinds of dogs are prohibited from keeping at most one dog per household.
