It is also proposed to add an article as Article 70 to stipulate the corresponding legal liability: those who violate the provisions of the regulations will be punished by confiscation of dogs and fines; those who have received more than two administrative punishments for breaching these regulations shall be included in the list of serious discredits.
It is reported that these proposals will be approved to the standing Committee of the Wuhan Municipal people's Congress, which will make corresponding amendments before promulgating and implementing them.
