In the face of this situation, how to ensure the interests of farmers, especially large grain growers, and avoid cheap grain to hurt farmers, has become an "examination question" in front of the grain department.

There are many grain processing enterprises in Xuzhou. On the one hand, grain departments do the work of processing enterprises and encourage them to cooperate with farmers in a variety of ways, such as purchasing and selling agents, cooperative operation, entrusted sales and so on. On the other hand, explain the national policy to farmers: if they cannot enter the "plate" purchased by supporting the market, and the grain department guarantees to help farmers sell grain to private processing enterprises, the moisture requirement can be relaxed to 16% Mur17%, and the price is correspondingly lower, about 1.35 yuan per catty. In addition to borrowing 40,000 tons of social storage capacity and collecting local rice, Jiangyan District also mobilized 50 grain processing enterprises in the area to step up acquisition efforts. In order to solve the difficulty for farmers to sell grain, the grain department of the whole province has done everything in its power. In order to free up storage capacity, many counties (cities) in Yancheng are prepared to sell self-operated grain purchased in previous years at a loss; Liyang City's self-operated grain has been sold out, and the selling price is lower than last year's purchase price, and the local state-owned grain depots bear the resulting economic losses; Xinghua Grain Bureau is actively striving for government financial support to speed up the auction of grain out of the warehouse. At the same time, on November 20, the Provincial Grain Bureau held a "Promotion meeting of Jiangsu famous, Special, excellent and New Grain and Oil products" in Shanghai, which was attended by grain management departments and purchasing and marketing enterprises from five major grain selling areas, Shanghai, Zhejiang, Fujian, Guangdong, and Yunnan. At the promotion meeting, Chen Jie, director of the Provincial Grain Bureau, implored well-known grain and oil enterprises in five provinces and cities to work together with Jiangsu grain merchants for win-win cooperation and jointly achieve enterprise efficiency and increase farmers' income. The promotion meeting signed a total of 14 grain purchase and sales contracts, and about 490000 tons of Jiangsu grain will be imported into five provinces and cities to relieve the pressure on Jiangsu Province's storage capacity.
