Promote production and speed up recovery

We will continue to implement the loan discount policy for pig breeding farms and large-scale pig farms (households), extend the period to December 31, 2020, and include construction fund loans in the scope of interest discount.

We will increase support for the construction, reconstruction and expansion of pig breeding farms, large-scale pig farms (households) and off-site reconstruction of large-scale pig farms (households) in prohibited areas by the end of 2020, with emphasis on strengthening the construction of facilities such as animal epidemic prevention and environmental control.

Provincial finance should implement measures such as special subsidies for the stabilization of pig production, and give temporary production subsidies to large-scale pig farms (households) that are greatly affected, so as to stabilize the breeding of sows and live pigs.

Banking financial institutions shall actively support the development of the pig industry and shall not blindly restrict, draw or cut off loans to pig farms (households) and slaughtering and processing enterprises.

On the basis of risk prevention and control, provincial agricultural credit guarantee companies should take supporting the resumption of pig production as an important task at present, and provide convenient and efficient credit guarantee services to pig farms (households) within the scope of epidemic and culling.

Standardize the delineation and management of no-maintenance areas

No-cultivation areas shall be designated scientifically in strict accordance with the law, except for the core areas and buffer zones of drinking water source protection areas, scenic spots and nature reserves, urban residential areas, cultural, educational and scientific research areas and other areas where breeding is prohibited, as well as other prohibited breeding areas prescribed by laws and regulations.

All localities should carry out in-depth self-examination and immediately adjust the no-maintenance areas that go beyond the scope of laws and regulations. For large-scale pig farms (households) that do need to be closed and relocated in the prohibited areas, the local government should arrange land to support remote reconstruction. All provinces (autonomous regions and municipalities) should submit the results of self-examination and the delimitation of the adjusted no-maintenance areas to the Ministry of Ecology and Environment and the Ministry of Agriculture and Village for approval before the end of October 2019.

Ensure the orderly transportation of breeding pigs, piglets and live pig products

Further refine the convenient measures to ensure the transfer of qualified breeding pigs and piglets, and do not add layers of embargoes to restrict shipments. Optimize the quarantine procedures for inter-provincial transportation of breeding pigs, focus on the detection of African classical swine fever, carry out risk assessment for other diseases, simplify laboratory testing, and reduce transportation costs.

Piglets and chilled pork will be included in the "green channel" policy for the transportation of fresh agricultural products.

Before June 30, 2020, vehicle tolls will be exempted for vehicles legally transporting breeding pigs and frozen pork.

Continuously strengthen the prevention and control of classical swine fever in Africa

Adhere to the daily reporting system of the epidemic situation, strictly implement the quarantine of places of origin and slaughtering and quarantine, and strictly hold accountable those who conceal or late report the epidemic and lead to the spread of the epidemic.

We will properly implement the subsidy policy for compulsory culling of African classical swine fever and speed up the distribution of subsidy funds, which will be adjusted from annual settlement to semi-annual settlement.

For counties and cities with financial difficulties, provincial finance should increase overall support for culling subsidies and reduce or abolish the proportion of financial commitments at the county and city level.

Improve the market regulation mechanism

We will conscientiously implement the "Regulation and Control Plan for alleviating the cyclical fluctuation of Pig Market prices", strictly implement the task of central and local frozen pork reserves, and encourage and support qualified social cold storage resources to participate in pork collection and storage.

We should reasonably grasp the rhythm and intensity of frozen pork reserves, supply and sell pork through various channels, ensure effective supply in the pork market during important holidays, and keep pork prices within a reasonable range.

The linkage mechanism between social assistance and security standards and rising prices will be launched in a timely manner to effectively ensure the basic livelihood of people in need.
