Why? Funds for projects that benefit farmers and help the poor are scattered in the county development and reform, agriculture, poverty alleviation and other departments. This department sends a batch of seedlings, and that unit paves a section of road with a hammer in the east and a hammer in the west, which is like boiling water, firewood can not be added to a single piece, firepower is not concentrated, the water can not boil. Some village branch secretaries said that when the departments came down to build roads and water tanks, neither the village committee nor the village committee knew about it. The village has no say in the project, how the money is spent and how the work is done. Sometimes, when money is not spent on ideas, the masses have opinions and even think that this is "arranged by the department and the contractor makes money." they are unwilling to cooperate, and they have to worry about occupying a little corner of the field and cutting down a few saplings.

What should I do? Break down the barriers of the interests of various departments directly in the county, combine the needs of each village, sort out and integrate agriculture-related funds, and "package" and devolve to the village. Discipline inspection, auditing, and project departments should do a good job of supervision, and the right to implement the project and the right to use funds in accordance with the law will be given to the two village committees, so that "the project in the village has the final say in the village." This can not only solve the problem of weakening the functions of the two village committees, but also stimulate the initiative of the masses to "work for themselves" and contribute to the project and add firewood.
