November 20-21, 2015 China Modern Agriculture Development Forum was held in Beijing. Zhang Taolin, vice minister of the Ministry of Agriculture and president of the Chinese Agricultural Society, stressed at the forum that during the "Thirteenth Five-Year Plan" period, China's agricultural science and technology development must be based on national conditions and agricultural conditions, seize the major opportunity of the state to implement innovation-driven development strategy and promote "mass entrepreneurship and innovation", implement the strategic deployment of the central science and technology management reform, adjust the direction of agricultural science and technology development, and strive to improve the efficiency of agricultural science and technology innovation.

Zhang Taolin pointed out that during the "Twelfth Five-Year Plan" period, China's modern agricultural construction accelerated and agricultural science and technology made important contributions. The main crops, especially the improved varieties of grain crops, have basically been fully covered, the yield per mu of grain has increased to 359 kg, the comprehensive mechanization level of cultivation and harvest of main crops has exceeded 61%, and the contribution rate of agricultural science and technology progress has reached 56%, becoming the decisive force for the development of modern agriculture. It can be said that the achievements of agricultural science and technology in China have attracted worldwide attention. Despite the remarkable achievements, China's agricultural development is still facing many challenges, the internal and external environment is undergoing profound adjustment, and significant changes have taken place in the development conditions, comparative advantages and organization methods, which put forward new and higher requirements for agricultural science and technology innovation.

Zhang Taolin stressed that during the "Thirteenth Five-Year Plan" period, China's agricultural science and technology development should accelerate the transformation from focusing on land output rate to combining land output rate, labor productivity and resource utilization rate, and pay more attention to resource utilization rate; from focusing on food agriculture to combining food agriculture with food economy and food agriculture research; From focusing on in-production research to full-process coverage research on origin, in-production and product quality safety and post-production storage and processing, we should also explore the transformation from "agriculture" to "agriculture +". In order to speed up agricultural science and technology innovation during the 13th Five-Year Plan, in addition to adjusting the development direction of agricultural science and technology, we must expand the field of agricultural science and technology innovation, optimize the distribution of agricultural science and technology resources, improve agricultural science and technology management, and strengthen agricultural science and technology strength.
